The Legislature finds that it is essential for children in\n\nthe public schools to read early and well in elementary school. The\n\nLegislature further finds that clear and visible goals, assessments\n\nto determine the reading level at each elementary school, use of a\n\nscientifically based and researched methodology in reading\n\ninstruction in addition to regular and periodic measurements of\n\nelementary school reading improvement, and accountability in each\n\nlevel of the educational system will result in a significant\n\nincrease in the number of children reading at or above grade level.\n\nB. The purpose of the Strong Readers Act is to ensure that\n\nprogression from one grade to another is determined, in part, upon\n\nproficiency in reading, that school district board of education\n\npolicies facilitate reading instruction and intervention services to\n\naddress student reading needs, and that each student and his or her\n\nparent or legal guardian be informed of that student’s reading\n\nprogress.\n\nC. Each public school district in this state shall ensure that\n\nall students receive a well-rounded education that is focused on\n\nbuilding deep foundations in reading, writing, and mathematics. The\n\nState Board of Education shall encourage school districts to\n\nintegrate the teaching of the other curricular areas in the subject\n\nmatter standards adopted by the Board with the instruction of\n\nreading, writing, and mathematics. All teachers of reading in the\n\npublic schools in this state in kindergarten through third grade\n\nshall incorporate into instruction the five elements of reading\n\ninstruction which are phonological awareness, decoding, fluency,\n\nvocabulary, and comprehension.\n\nD. It is the intent of the Legislature that beginning with the\n\n2025-2026 school year, school districts and charter schools in this\n\nstate shall be prohibited from using the three-cueing system model\n\nof teaching students to read.
