Contingent on the provision of appropriated funds designated\n\nfor the Strong Readers Act, school districts may be allocated monies\n\nfor each enrolled kindergarten student or first-, second-, and\n\nthird-grade student of the current school year who is found to be in\n\nneed of remediation or intensive intervention services in reading.\n\nThe allocation shall be distributed to each school district upon\n\napproval of the strong readers plan for the school district by the\n\nState Board of Education and the submittal of a child-count report\n\nto the State Department of Education that details the number of\n\nstudents identified as needing remediation or intensive intervention\n\nservices in reading. To determine a per-student allocation amount,\n\nthe total amount of funds available for allocation each year shall\n\nbe divided by the total number of students in the state identified\n\nas in need of remediation or intensive intervention services in\n\nreading as provided for in Section 1210.508C of this title. Each\n\nschool district shall be allocated an amount equal to the per-\n\nstudent allocation amount multiplied by the number of identified\n\nstudents enrolled in the school district.\n\nB. Beginning with the 2022-2023 school year, districts\n\nreceiving more than Two Thousand Five Hundred Dollars ($2,500.00)\n\npursuant to subsection A of this section shall spend no less than\n\nten percent (10%) to provide professional development for teachers\n\nteaching prekindergarten through grade five. The professional\n\ndevelopment shall include training in the science of reading\n\nincluding how students learn to read; training in providing explicit\n\nand systematic instruction in phonological awareness, decoding,\n\nfluency, vocabulary, and comprehension; implementing reading\n\nstrategies that research has shown to be successful in improving\n\nreading among students with reading difficulties; and instructional\n\nmaterials required for implementation.\n\nC. By June 30, 2022, the Department shall approve and publish a\n\nlist of professional development programs that are evidence-based\n\nand directly address the cognitive science of how students learn to\n\nread for which districts are permitted to use the funds received\n\nunder this section.\n\nD. If a teacher attends and completes a professional\n\ndevelopment institute in elementary reading approved by the\n\nCommission for Educational Quality and Accountability during the\n\nsummer or when school is not in session, the teacher may receive a\n\nstipend equal to the amount of the cost for a substitute teacher,\n\nbased on the amount of funds allocated.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"fb53581a8fd5c495631f9aa55d2f93c42e732fd3d87c38c007066999b1f52bfe","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-1210.508c","next":"us-ok/okla.-stat.-tit.-70-70-1210.508e"},"notice":"GroundRules: Original legal text.
