Stat. tit. 70, § 70-1210.508F","heading":"Reading competencies for special education teachers","body":"— Training requirements.\n\nA. The Commission for Educational Quality and Accountability\n\nshall ensure that the reading competencies for elementary teachers\n\nare included in the competencies for special education teachers.\n\nB. The Commission for Educational Quality and Accountability in\n\ncollaboration with the Oklahoma State Regents for Higher Education\n\nshall ensure that all teachers and adjuncts of early childhood\n\neducation, elementary education, and special education are provided\n\nquality training in intervention, instruction, and remediation\n\nstrategies in the science of reading to provide explicit and\n\nsystematic instruction in phonological awareness, decoding, fluency,\n\nvocabulary, and comprehension and implement reading strategies that\n\nresearch has shown to be successful in improving reading among\n\nstudents with reading difficulties. In addition, quality education\n\nfor prospective teachers shall be provided in research-based\n\ninstructional strategies for instruction, assessment, and\n\nintervention for literacy development for all students including\n\nadvanced readers, typically developing readers, and struggling\n\nreaders who are coping with a range of challenges including, but not\n\nlimited to, English learners and learners with handicapping\n\nconditions and learning disabilities, including dyslexia. Quality\n\ntraining shall include guidance from professional resources such as\n\nthe Report of the National Reading Panel, Response to Intervention\n\nguidelines, and professional organizations such as the Council for\n\nExceptional Children, International Dyslexia Association,\n\nInternational Literacy Association, National Council of Teachers of\n\nEnglish, and National Association for the Education of Young\n\nChildren.\n\nC. All institutions within The Oklahoma State System of Higher\n\nEducation that offer elementary, early childhood education, or\n\nspecial education programs approved by the Commission for\n\nEducational Quality and Accountability shall incorporate into those\n\nprograms the requirement that teacher candidates study the five\n\nelements of reading instruction which are phonological awareness,\n\ndecoding, fluency, vocabulary, and comprehension. Teacher\n\ncandidates shall study strategies including, but not limited to,\n\ninstruction that is explicitly taught, sequenced, multimodal\n\n(reading, writing, speaking, listening, hands-on, etc.),\n\nmultidisciplinary, and reflective to adapt for individual learners.\n\nD. Effective July 1, 2025, any person seeking initial\n\ncertification in a special education, early childhood education, or\n\nelementary education program in this state shall be required to\n\nsuccessfully complete a comprehensive reading instruction assessment\n\napproved by the Commission for Educational Quality and\n\nAccountability as a condition for certification. The assessment\n\nshall evaluate the certification applicant’s knowledge and\n\nunderstanding of the five elements of reading instruction which are\n\nphonological awareness, decoding, fluency, vocabulary, and\n\ncomprehension.\n\nE.
