Beginning with the 2023-2024 school year, the State\n\nDepartment of Education shall establish a three-year pilot program\n\nto employ a literacy instructional team to support school districts\n\nin implementation of the requirements of Section 1210.508C of this\n\ntitle. The Department shall provide technical assistance for\n\nliteracy instruction, dyslexia, and related disorders, and serve as\n\na primary source of information and support for schools in\n\naddressing the needs of students struggling with literacy, dyslexia,\n\nand related disorders.\n\nB. The Department shall employ a literacy instructional team\n\nwith team members who are placed regionally across the state. The\n\nliteracy instructional teams shall assist general education and\n\nspecial education teachers in recognizing educational needs to\n\nimprove literacy outcomes for all students including those with\n\ndyslexia or identified with the risk characteristics associated with\n\ndyslexia. The role of the literacy instructional team shall also\n\ninclude increasing professional awareness and instructional\n\ncompetencies to meet the educational needs of all students including\n\nthose with dyslexia or identified with risk characteristics\n\nassociated with dyslexia. The Department shall prioritize supports\n\nand interventions including enrollment in reading trainings and\n\nprofessional development for schools which have the highest\n\npercentage of students who do not demonstrate sufficient reading\n\nskills as established by the State Board of Education.\n\nC. Literacy instructional team members employed by the\n\nDepartment shall have training in:\n\n1. The science of how students learn to read including\n\nphonological awareness, phonics, fluency, vocabulary, comprehension,\n\nwriting, and language;\n\n2. Foundation of multisensory, explicit, systematic, and\n\nstructured reading instruction;\n\n3. Identification of and the appropriate interventions,\n\naccommodations, and teaching techniques for struggling students;\n\n4. The requirements of the Strong Readers Act;\n\n5. Special education laws and procedures; and\n\n6. Appropriate interventions, accommodations, and assistive\n\ntechnology supports for students with dyslexia or a related\n\ndisorder.\n\nD. The literacy instructional team members employed by the\n\nDepartment shall report to the Program Director for Literacy at the\n\nDepartment and have:\n\n1. A minimum of five regional literacy leads, at least one who\n\nshall be designated by the Department as a dyslexia specialist to\n\nprovide school districts with support and resources that are\n\nnecessary to assist students with dyslexia. The Department shall\n\ngive preference to educators applying for regional literacy lead\n\nwho:\n\na. have an endorsement or certification as a certified\n\nstructured literacy dyslexia specialist or certified\n\nacademic language therapist,\n\nb. are knowledgeable of multitiered systems of support,\n\nand\n\nc. have been trained in the identification of and\n\nintervention for dyslexia and related disorders\n\nincluding best practice interventions and treatment\n\nmodels for dyslexia; and\n\n2. A minimum of ten literacy specialists. The Department shall\n\ngive preference to educators applying for literacy specialist who:\n\na. have training in the science of reading,\n\nb. are knowledgeable of multitiered systems of support,\n\nand\n\nc. have been trained in the identification of and\n\nintervention for dyslexia and related disorders\n\nincluding best practice interventions and treatment\n\nmodels for dyslexia.\n\nE. The State Department of Education shall electronically\n\nsubmit a report to the Governor, the President Pro Tempore of the\n\nSenate, and the Speaker of the House of Representatives by December\n\n31, 2026, that includes an evaluation of the pilot program by school\n\ndistricts, data on whether the program had an impact on increasing\n\nthe number of students who demonstrate proficiency in reading, and\nE.
