There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma State Regents for Higher Education to be\n\ndesignated the “Statewide Literacy Revolving Fund”. The fund shall\n\nbe a continuing fund, not subject to fiscal year limitations, and\n\nshall consist of all monies received by the State Regents from state\n\nappropriations provided for the purpose of implementing the\n\nprovisions of subsection B of this section. All monies accruing to\n\nthe credit of the fund are hereby appropriated and may be budgeted\n\nand expended by the State Regents for the purpose provided for in\n\nthis subsection. Expenditures from the fund shall be made upon\n\nwarrants issued by the State Treasurer against claims filed as\n\nprescribed by law with the Director of the Office of Management and\n\nEnterprise Services for approval and payment.\n\nB. Subject to the availability of funding, the Oklahoma State\n\nRegents for Higher Education shall utilize the Statewide Literacy\n\nRevolving Fund created in subsection A of this section to:\n\n1. Implement training in the science of reading in early\n\nchildhood education, elementary education, and special education\n\nteacher preparation programs accredited by the Commission for\n\nEducational Quality and Accountability. For the purposes of this\n\nsection, training in the science of reading includes providing\n\nexplicit and systematic instruction in phonological awareness,\n\ndecoding, fluency, vocabulary, and comprehension and implementing\n\nreading strategies that research has shown to be successful in\n\nimproving reading among students with reading difficulties.\n\nBeginning with students entering an early childhood education,\n\nelementary education, or special education teacher preparation\n\nprogram accredited by the Commission for Educational Quality and\n\nAccountability in the 2025-2026 academic year, completion of\n\ntraining required by this paragraph shall lead to a micro-credential\n\nin the science of reading which shall be reflected on teaching\n\ncertificates awarded to such individuals; and\n\n2. Support teacher preparation programs accredited by the\n\nCommission for Educational Quality and Accountability in developing\n\nand implementing a micro-credential in the science of reading for\n\ncertified teachers employed by school districts and charter schools\n\nin this state.
