The State Board of Education shall establish the Oklahoma\n\nBridge to Literacy Program. The purpose of the Program is to\n\nimprove reading skills of children up through the fourth grade, as\n\nmeasured by mastery of the skills identified in the subject matter\n\nstandards adopted by the State Board of Education, by training and\n\nassisting private entities, as defined in subsection C of this\n\nsection, to offer reading instruction to children before school,\n\nafter school, on Saturdays and during summer periods.\n\nB. The State Department of Education shall issue a request for\n\nproposals on or before October 1, 2012, and each October 1\n\nthereafter for which the Oklahoma Bridge to Literacy Program is\n\nfunded, seeking applications for the Oklahoma Bridge to Literacy\n\nProgram. The Department shall review the applications for\n\ncompliance with the established requirements.\n\nC. Private entities eligible to submit applications for the\n\nOklahoma Bridge to Literacy Program shall include the following:\n\n1. Nonprofit organizations or programs which are exempt from\n\ntaxation pursuant to the provisions of Section 501(c)(3) of the\n\nInternal Revenue Code, 26 U.S.C., Section 501(c)(3);\n\n2. Community-based programs, centers, organizations or services\n\nwhich maintain community participation or supervision in their\n\nplanning, operation and evaluation; and\n\n3. Churches or religious organizations, associations, or\n\nsocieties or nonprofit organizations or programs operated,\n\nsupervised or controlled by or in conjunction with a religious\n\norganization, association or society.\n\nD. The State Board of Education may approve applications that\n\nmeet the requirements set forth in this subsection and as\n\nestablished by the Board. Approved applications shall establish\n\nreading programs for children up through the fourth grade. The\n\nreading programs may be offered before school, after school, on\n\nSaturdays or during summer periods. The reading programs shall\n\noffer reading instruction designed to enable the children to acquire\n\nthe appropriate level reading skills and shall provide diagnostic\n\nassessments and measurement of reading skills to determine reading\n\nsuccess. The reading program shall focus on the acquisition of\n\nreading skills including, but not limited to, phonological\n\nawareness, phonics, spelling, reading fluency, vocabulary, and\n\ncomprehension.\n\nE. On or before December 1, 2012, and each December 1\n\nthereafter for which the Oklahoma Bridge to Literacy Program is\n\nfunded, the Department shall forward applications that the\n\nDepartment has determined meet the requirements of this section to\n\nthe Board. On or before February 1, 2013, and each February 1\n\nthereafter for which the Oklahoma Bridge to Literacy Program is\n\nfunded, the Board shall award, through a competitive bid process,\n\none or more grants to private entities to provide reading\n\ninstruction programs through the Oklahoma Bridge to Literacy\n\nProgram. To the extent possible, grants shall be awarded on a\n\nstatewide basis. The grant funding shall be used to provide the\n\nreading instruction program, provide employees and volunteers for\n\nthe program and to purchase materials for the program.\n\nF. In addition to the grant funding, the Department shall\n\nprovide to the private entities awarded grants pursuant to this\n\nsection the following:\n\n1. Reading instruction training, academies or courses designed\n\nto train the private entity employees or volunteers in reading\n\ninstruction and remediation strategies;\n\n2. Resources and materials on reading instruction and\n\nremediation; and\n\n3. Any other appropriate assistance.\n\nG. The Board shall provide for independent evaluations of\n\nprograms funded pursuant to this section.\n\nH. Beginning June 30, 2013, and each year thereafter for which\n\nthe Oklahoma Bridge to Literacy Program is funded, the Board shall\n\nprepare and submit a report to the Governor, the Speaker of the\nrces and materials on reading instruction and\n\nremediation; and\n\n3. Any other appropriate assistance.\n\nG. The Board shall provide for independent evaluations of\n\nprograms funded pursuant to this section.\n\nH. Beginning June 30, 2013, and each year thereafter for which\n\nthe Oklahoma Bridge to Literacy Program is funded, the Board shall\n\nprepare and submit a report to the Governor, the Speaker of the\n\nHouse of Representatives and the President Pro Tempore of the Senate\n\ncontaining:\n\n1. Descriptions of the reading programs approved and funded\n\nthrough the Oklahoma Bridge to Literacy Program;\n\n2. Number and amount of grants awarded;\n\n3. Number of children served through approved programs; and\n\n4.
