The State Department of Education shall maintain the\n\ndyslexia handbook created by the Dyslexia and Education Task Force\n\npursuant to Section 1, Chapter 261, O.S.L. 2017 that includes\n\nguidance, technical assistance and training to assist all local\n\nschool systems, students and families in the implementation of\n\nevidence-based practices for instructing students with\n\ncharacteristics of dyslexia and dysgraphia. Beginning January 1,\n\n2024, the dyslexia handbook shall be known as the dyslexia and\n\ndysgraphia handbook.\n\nB. The Department shall review the handbook and make revisions,\n\nas necessary, but at a minimum of every three (3) years, with\n\nstakeholders, including, but not limited to, previous members of the\n\nDyslexia and Education Task Force, a speech-language pathologist, an\n\noccupational therapist, and the State Advisory Panel created\n\npursuant to Part B of the Individuals with Disabilities Education\n\nAct. Previous members of the Task Force shall be consulted when\n\nmaking revisions to the handbook. Each member of the Task Force not\n\navailable for the review shall be replaced by an individual meeting\n\nthe criteria of the original appointment in order to maintain the\n\noriginal composition of the Task Force.\n\nAs part of the review, members shall:\n\n1. Study how to effectively identify students who have\n\ndysgraphia identified through possible reading and broad written\n\nlanguage scores;\n\n2. Study the response-to-intervention process (RTI), as well as\n\nother effective research-based approaches in writing, reading, and\n\nliteracy to identify the appropriate measures for assisting students\n\nwith dysgraphia; and\n\n3. Make recommendations for appropriate resources and\n\ninterventions for students with reading or writing difficulties,\n\nincluding dysgraphia and broad written language disorder, in order\n\nto make schools aware of the significance of dysgraphia.\n\nC. Any revisions to the handbook shall include, but not be\n\nlimited to, the following information for school districts screening\n\nstudents in kindergarten and grades one through three who have been\n\nidentified through the response-to-intervention process as having\n\ncharacteristics of dyslexia or dysgraphia:\n\n1. Evidence-based practices designed specifically for students\n\nwith characteristics of dyslexia or dysgraphia;\n\n2. Characteristics of targeted instruction for dyslexia and\n\ndysgraphia;\n\n3. Guidance on developing instructional plans for students with\n\ncharacteristics of dyslexia or dysgraphia;\n\n4. Best practices for reading and writing instruction aligned\n\nwith the science of reading;\n\n5. Guidance for selecting instructional materials that address\n\ndyslexia, dysgraphia and other reading or writing difficulties;\n\n6. Suggested training programs; and\n\n7.
