Stat. tit. 70, § 70-1210.52","heading":"Legislative intent","body":"It is the intention of the Legislature to provide for the\n\nimprovement of the public schools of Oklahoma:\n\n(a) by increasing the amount of state financial aid to local\n\nschool districts;\n\n(b) by encouraging local school districts to make a maximum\n\neffort to increase their local financial support of their own public\n\nschools in each such school district;\n\n(c) by encouraging local school districts to initiate and\n\nmaintain free public kindergartens without compelling such\n\nkindergartens;\n\n(d) by basing state financial aid upon the child and not upon\n\nthe classroom unit, the teacher or any other factor;\n\n(e) by strengthening the partnership between the state and the\n\nlocal school districts in the fulfillment of their joint obligation\n\nto provide education for Oklahoma's children; and\n\n(f) by preserving the autonomy of each local school district and\n\nthe citizens thereof to decide the kind and quality of education to\n\nbe provided for the children of that district.\n\nIt is the further intention of the Legislature to increase and\n\nimprove the educational opportunities of the children of Oklahoma\n\nthrough increased financial support of the public schools in order\n\nto allow local school districts more ample funds:\n\n(a) to increase the compensation of teachers;\n\n(b) to reduce the nonteaching duties of teachers;\n\n(c) to reduce class sizes;\n\n(d) to improve, enlarge and enrich curriculum;\n\n(e) to provide special education for children with learning\n\ndisabilities; and\n\n(f) to encourage local school districts to initiate and maintain\n\nfree public kindergartens without compelling such, while preserving\n\nto each local school district and the citizens thereof a maximum\n\nautonomy in determining which needs are most important and the\n\npriorities of such needs as to available funds.
