Beginning with the 2022-2023 school year and for each school\n\nyear thereafter, any student enrolled in kindergarten, first,\n\nsecond, or third grade in a public school in this state who is\n\nassessed through the Strong Readers Act pursuant to Section\n\n1210.508C of this title and who is not meeting grade-level targets\n\nin reading after the beginning-of-the-year assessment shall be\n\nscreened for dyslexia. Screening also may be requested for a\n\nstudent by his or her parent or legal guardian, teacher, counselor,\n\nspeech-language pathologist, or school psychologist.\n\nB. No later than July 1, 2021, the State Board of Education\n\nshall develop policies for dyslexia screening required under this\n\nsubsection and shall include, but not be limited to:\n\n1. The definition and characteristics of dyslexia and related\n\nlanguage disorders;\n\n2. The process for referring students in kindergarten and\n\ngrades one through three for screening;\n\n3. A process for providing notification to parents or legal\n\nguardians of the use of a qualified dyslexia-screening tool and\n\nnotification of the results of the screening;\n\n4. A process for providing the parents or legal guardians of\n\nstudents screened for dyslexia with information and resource\n\nmaterial regarding dyslexia;\n\n5. A process for monitoring the student’s progress after the\n\npositive identification of characteristics of dyslexia or other\n\ndisorders; and\n\n6. Requirements and qualifications for screeners that\n\ndemonstrate an understanding of and training to administer the\n\nscreening instrument.\n\nC. The Board shall adopt a list of approved qualified dyslexia\n\nscreening tools that address the following components, as\n\ndevelopmentally appropriate:\n\n1. Phonological awareness;\n\n2. Advanced phonemic awareness;\n\n3. Sound symbol recognition;\n\n4. Alphabet knowledge;\n\n5. Decoding skills;\n\n6. Encoding skills;\n\n7. Rapid naming; and\n\n8. Developmental language.\n\nD. Screening shall be conducted in accordance with the policies\n\ndeveloped by the State Board of Education pursuant to subsection B\n\nof this section and the Oklahoma Dyslexia Handbook including\n\npolicies and information developed relating to universal screening\n\nof kindergarten students for characteristics of dyslexia.\n\nE. Beginning June 30, 2023, and for each year thereafter,\n\nschool districts shall provide the following data to the State\n\nDepartment of Education:\n\n1. The number of students by grade level in kindergarten\n\nthrough grade three who were screened for dyslexia in a school year;\n\n2. The number of students by grade level in kindergarten\n\nthrough grade three who were newly identified as having\n\ncharacteristics of dyslexia in a school year;\n\n3. The process or tools used to evaluate student progress;\n\n4. The number of trained school system personnel or licensed\n\nprofessionals used to administer the qualified dyslexia screening\n\ntool;\n\n5. The number of students in kindergarten through grade three\n\nwho were participating in interventions within the school setting\n\nand the number of students participating in interventions outside\n\nthe school setting; and\n\n6. The programs used by districts for intervention within the\n\nschool setting.\n\nF. By December 31, 2023, and for each year thereafter, the\n\nState Department of Education shall provide a report electronically\n\ncontaining all of the information provided in subsection E of this\n\nsection to the Governor and Legislature and make the report\n\navailable on the Department’s website.\n\nG. As funds are available, beginning with the 2021-2022 school\n\nyear, the Department shall provide training on the best practices\n\nfor screening for dyslexia.\n\nH.
