The Commission for Educational Quality and Accountability\n\nshall establish an Oklahoma Educational Indicators Program. The\n\npurpose of the Program shall be to develop and implement a system of\n\nmeasures whereby the performance of public schools and school\n\ndistricts is assessed and reported without undue reliance upon any\n\nsingle type of indicator, and whereby the public, including students\n\nand parents, may be made aware of the proper meaning and use of any\n\ntests administered under the Oklahoma School Testing Program Act,\n\nrelative accomplishments of the public schools, and of progress\n\nbeing achieved. The Commission shall involve representatives of\n\nschool teachers and of school administrators in the development of\n\nthe Program. The Program shall be so designed that use of\n\nstandardized definitions and measures and opportunities for\n\ncoordination with national reports, including those of the National\n\nAssessment of Educational Progress, are maximized.\n\nB. The Oklahoma Educational Indicators Program shall present\n\ninformation for comparisons of graduation rates, dropout rates,\n\npupil-teacher ratios, student enrollment gain and loss rates, and\n\ntest results in the contexts of socioeconomic status and the\n\nfinances of school districts. Information shall be provided\n\nindividually for all public school sites and school districts in a\n\nformat that facilitates comparisons. As necessary data become\n\navailable, comparisons shall also be provided individually for all\n\nschools and school districts on a historical basis. Reports of all\n\ntests administered pursuant to the Oklahoma School Testing Program\n\nAct shall be a part of the Oklahoma Educational Indicators Program\n\nand shall be provided for each grade and each test subject or set of\n\ncompetencies. Test results for students enrolled in Internet-based\n\ncourses, including regularly enrolled and alternative education\n\nstudents, shall be disaggregated and reported. The Commission for\n\nEducational Quality and Accountability shall seek to develop and\n\nincorporate additional indicators of comparative standing and\n\naccomplishment.\n\nC. Additionally, the Commission for Educational Quality and\n\nAccountability, with the cooperation of the State Department of\n\nEducation, the Oklahoma State Regents for Higher Education, and the\n\nState Board of Career and Technology Education, shall develop\n\nprocedures for obtaining and reporting data to the high schools and\n\nto the general public regarding the performance of each high\n\nschool's graduates in Oklahoma's institutions of higher education\n\nand in postsecondary vocational-technical education. The Commission\n\nfor Educational Quality and Accountability shall include such data\n\nin the report of the Oklahoma Educational Indicators Program.\n\nD. By February 1 of each year the Commission for Educational\n\nQuality and Accountability shall publish:\n\n1. A summary report to the people and Legislature of Oklahoma\n\nof the information provided by the Oklahoma Educational Indicators\n\nProgram; and\n\n2. State, district, and site level reports which shall include\n\nthe percentage of students who perform at the various levels on the\n\ntests required by the Oklahoma State Testing Program.\n\nImmediately following the publication of the reports required in\n\nthis subsection each year, all data gathered pursuant to the\n\nOklahoma Educational Indicators Program shall be made available for\n\npublic inspection at the Office of Educational Quality and\n\nAccountability.
