The Commission for Educational Quality and Accountability\n\nshall determine and adopt a series of student performance levels and\n\nthe corresponding cut scores pursuant to the Oklahoma School Testing\n\nProgram Act.\n\nB. The Commission for Educational Quality and Accountability\n\nshall have the authority to set cut scores using any method which\n\nthe State Board of Education was authorized to use in setting cut\n\nscores prior to July 1, 2013.\n\nC. The performance levels shall be set by a method that\n\nindicates students are ready for the next grade, course, or level of\n\neducation, as applicable. The Commission for Educational Quality\n\nand Accountability shall establish panels to review and revise the\n\nperformance level descriptors for each subject and grade level. The\n\nCommission shall ensure that the assessments developed and\n\nadministered by the State Board of Education pursuant to the\n\nOklahoma School Testing Program Act in grades three through eight\n\nand at the secondary level are vertically aligned by content across\n\ngrade levels to ensure consistency, continuity, alignment and\n\nclarity. The Commission shall adopt performance levels that are\n\nlabeled and defined as follows:\n\n1. Advanced, which shall indicate that students demonstrate\n\nsuperior performance on challenging subject matter;\n\n2. Proficient, which shall indicate that students demonstrate\n\nmastery over challenging grade-level subject matter, can analyze and\n\napply such knowledge to real-world situations, that students are\n\nready for the next grade, course, or level of education and that\n\nstudents are on track to be ready for college or career;\n\n3. Basic, which shall indicate that students demonstrate\n\npartial mastery of the essential knowledge and skills that are\n\nfoundational for proficient work at their grade level or course and\n\nthat students are not on track to be ready for college or career;\n\nand\n\n4. Below basic, which shall indicate that students have not\n\nperformed at least at the basic level.\n\nD. The State Board of Education shall develop and implement in\n\naccordance with the Elementary and Secondary Education Act of 1965\n\n(ESEA), as reauthorized and amended by P.L. No. 114-95, also known\n\nas the Every Student Succeeds Act (ESSA), an accountability system\n\nas provided for in 20 U.S.C., 6311 and any related federal\n\nregulations. The accountability system shall be implemented\n\nbeginning with the 2002-2003 school year and shall be based on the\n\ndata as established pursuant to Section 1210.545 of this title and\n\nas modified to meet the mandates of the ESEA. For the 2002-2003\n\nschool year and every year thereafter the State Board of Education\n\nshall publish and ensure that each local education agency is\n\nprovided with data annually by site so that the local education\n\nagency can make determinations to identify schools for rewards, and\n\nsupports and interventions. The State Board of Education shall\n\nestablish a system of recognition, rewards, interventions and\n\ntechnical assistance, as required by state law and the Elementary\n\nand Secondary Education Act of 1965 (ESEA) as reauthorized and\n\namended by P.L. No. 114-95, also known as the Every Student Succeeds\n\nAct (ESSA).\n\nE. A school that is identified as in need of improvement by the\n\nState Board of Education pursuant to this section, because of\n\nfailure to meet either an academic performance target or an\n\nattendance or graduation performance target, or both, and is\n\nidentified as in need of improvement pursuant to the Elementary and\n\nSecondary Education Act of 1965 (ESEA), as reauthorized and amended\n\nby P.L. No. 114-95, also known as the Every Student Succeeds Act\n\n(ESSA), shall utilize the assistance of a school support team or\n\nother similar team formed by the State Department of Education to\n\nprovide support for schools in need of improvement, subject to\n\nschool support team capacity. The school support team shall review\nSecondary Education Act of 1965 (ESEA), as reauthorized and amended\n\nby P.L. No. 114-95, also known as the Every Student Succeeds Act\n\n(ESSA), shall utilize the assistance of a school support team or\n\nother similar team formed by the State Department of Education to\n\nprovide support for schools in need of improvement, subject to\n\nschool support team capacity. The school support team shall review\n\nand analyze all facets of operation of the school including the\n\ndesign and operation of the instructional program. The school\n\nsupport team shall assist the school in:\n\n1. Incorporating strategies based on scientifically based\n\nresearch that will strengthen the core academic subjects in the\n\nschool and address the specific academic issues that caused the\n\nschool to be identified for school improvement;\n\n2. Incorporating strategies to promote high quality\n\nprofessional development; and\n\n3.
