The State Board of Education is authorized to assist, and if\n\nfunds are available to make grants to, local boards of education for\n\nthe establishment of pilot projects that replace the traditional\n\norganization of teaching and learning with innovative management and\n\ninstructional systems and materials. Projects may involve entire\n\ndistricts, combinations of districts, combinations of schools, or\n\nelements of schools individually or in combination. Projects shall\n\nnot supplant existing alternative school programs.\n\nB. On or before March 31, 1990, the State Board of Education\n\nshall determine pilot project criteria, and by July 1, 1990, solicit\n\nproposals, and establish a process for the consideration of\n\nproposals. Such proposals for pilot projects shall be considered on\n\na statewide competitive basis. Proposals which require a\n\nsubstantial policy-determination role for teachers and which include\n\na process for measuring the progress and achievement of students\n\ninvolved shall be given preference.\n\nC. The State Board of Education is authorized to promulgate\n\nrules and regulations for the operation of such projects and to\n\ngrant exceptions to rules and regulations for districts selected to\n\noperate such projects.
