Stat. tit. 70, § 70-1210.553","heading":"Before-school, after-school, and summer period","body":"programs – Pilot projects – Implementation contingency –\n\nVerification of expenditure levels.\n\nA. Contingent upon the provision of appropriated funds\n\ndesignated for such purpose, the State Board of Education may award\n\none or more competitive grants for providing academically-oriented\n\nprograms to students needing or desiring such programs during\n\nbefore-school, after-school, and summer periods.\n\nB. The State Board of Education shall determine pilot program\n\ncriteria and establish a process for the consideration of proposals.\n\nSuch proposals for pilot programs shall be considered on a statewide\n\ncompetitive basis. The State Board of Education is authorized to\n\npromulgate rules for the operation of such programs.\n\nC. Upon implementation of this subsection as provided for in\n\nsubsection D of this section, the State Board of Education shall\n\nmodify the awards process for the competitive grants so that grants\n\nare awarded to school districts or nonprofit organizations. In\n\naddition, the grants shall be awarded to academically oriented\n\nprograms which serve students in at-risk or disadvantaged urban\n\nschool districts.\n\nD. Implementation of subsection C of this section shall be\n\ndelayed until the current expenditure per pupil in average daily\n\nattendance in public elementary and secondary schools in unadjusted\n\ndollars for the 1998-99 school year or any school year thereafter\n\nfor Oklahoma, as reported by the National Center for Education\n\nStatistics annually in the Digest of Education Statistics, reaches\n\nat least ninety percent (90%) of the regional average expenditure\n\nfor that same year, and funds are provided. For purposes of this\n\nsubsection, the regional average expenditure shall consist of the\n\ncurrent expenditure per pupil in average daily attendance in public\n\nelementary and secondary schools in unadjusted dollars for each of\n\nthe following states: Arkansas, Colorado, Kansas, Missouri, New\n\nMexico, Oklahoma, and Texas, averaged together. By January 1 of\n\neach year, the State Board of Education shall report whether or not\n\nthe ninety-percent expenditure level has been reached based on\n\ninformation reported annually in the Digest of Education Statistics\n\nby the National Center for Education Statistics.
