Each year by June 30, every school district that serves\n\nstudents in grades seven through twelve as outlined in this section\n\nshall conduct and report to the State Department of Education a\n\nneeds assessment to identify those students who are most at risk of\n\nnot completing a high school education for a reason other than that\n\nidentified in Section 13-101 of this title, including students under\n\nthe age of nineteen (19) who reside in the district and have dropped\n\nout of school or are or have been suspended from school. The\n\nresults of the needs assessments shall be reported to the Department\n\nin a format specified by the Department.\n\nB. Every school district as specified in subsection A of this\n\nsection shall develop and submit to the Department by September 1 of\n\neach year a proposed plan approved by the district board of\n\neducation, for meeting the needs of the students at risk of not\n\ncompleting a high school education as identified through the needs\n\nassessment required in subsection A of this section by establishing,\n\ncontinuing or expanding alternative education programs. The\n\ndistrict shall include parents, students, teachers, law enforcement\n\nrepresentatives, judicial system representatives, social service\n\nrepresentatives, technology center school district representatives,\n\nand others deemed appropriate by the board of education in the\n\ndevelopment of the proposed plan. If the school district overlaps a\n\ntechnology center school district or districts, the plan shall be\n\ncoordinated with the board of education of each overlapped\n\ntechnology center school district.\n\nC. The proposed plan shall be placed on file at the office of\n\nthe school district superintendent where it shall be made available\n\nto the public on request.\n\nD. The annual needs assessment data shall be incorporated by\n\nthe State Board of Education into an annual report which shall be\n\nmade available on the State Department of Education website.
