Upon application of a district board of education, the State\n\nBoard of Education shall authorize an abbreviated day schedule for\n\nan alternative school or alternative education program that is or\n\nwill be administered by the district pursuant to the provisions of\n\nthis act or for the education provided for students in a residential\n\nor treatment facility located within the district. A student\n\nenrolled in an alternative school, an alternative education program\n\nor receiving educational services in a residential or treatment\n\nfacility within the district who attends for a full abbreviated day\n\nshall be counted in attendance for purposes of computing average\n\ndaily attendance and average daily membership for the district.\n\nB. A district board of education shall hire only certified\n\nteachers to teach in an alternative education program or alternative\n\neducation school offered by the district or to teach students who\n\nare in a residential or treatment facility.\n\nC. A certified teacher in an alternative education program or\n\nschool shall be paid five percent (5%) more than the designated\n\nsalary step for that teacher within the adopted salary schedule of\n\nthe school district.\n\nD. A person providing counseling or social services in an\n\nalternative education program or school shall be certified as a\n\nschool counselor by the State Board of Education or as a mental\n\nhealth provider.\n\nE. The State Board of Education shall promulgate rules by which\n\na certified teacher who is qualified to teach in an alternative\n\neducation program or alternative school as determined by the\n\ndistrict board of education offering the alternative education\n\nprogram or alternative school or who teaches students in a\n\nresidential or treatment facility may be certified to teach subjects\n\nin which the teacher does not hold certification. The rules shall\n\nprovide:\n\n1. The certification may be granted only upon application of a\n\ndistrict board of education offering an alternative education\n\nprogram or alternative school pursuant to the provisions of this act\n\nor upon application of a district board of education offering a\n\nresidential or treatment facility; and\n\n2.
