Contingent on the provision of appropriated funds designated\n\nfor the Oklahoma Math Achievement and Proficiency Act, public school\n\ndistricts may be allocated monies for each enrolled second-, third-,\n\nfourth-, and fifth-grade student of the current school year who is\n\nfound to be in need of remediation or intensive intervention\n\nservices in mathematics. The allocation shall be distributed to\n\neach public school district upon approval of the strong math plan\n\nfor the school district by the State Board of Education and the\n\nsubmittal of a child-count report to the State Department of\n\nEducation that details the number of students identified as needing\n\nremediation or intensive intervention services in mathematics. To\n\ndetermine a per-student allocation amount, the total amount of funds\n\navailable for allocation each year shall be divided by the total\n\nnumber of students in the state identified as in need of remediation\n\nor intensive intervention services in mathematics as provided for in\n\nSection 3 of this act. Each public school district shall be\n\nallocated an amount equal to the per-student allocation amount\n\nmultiplied by the number of identified students enrolled in the\n\nschool district.\n\nB. Public school districts receiving more than Two Thousand\n\nFive Hundred Dollars ($2,500.00) pursuant to subsection A of this\n\nsection shall spend no less than ten percent (10%) to provide\n\nprofessional development for teachers. The professional development\n\nshall include training in scientifically based math research\n\nincluding how students learn mathematical concepts; training in\n\nproviding explicit and systematic instruction in real-world problem-\n\nsolving skills, procedural fluency, conceptual understanding, and\n\nproductive dispositions; implementing math strategies that research\n\nhas shown to be successful in improving math proficiency among\n\nstudents with math difficulties; courses leading to a micro-\n\ncredential in mathematics; and instructional materials required for\n\nimplementation.\n\nC. The State Department of Education shall approve and publish\n\na list of professional development programs that are evidence-based\n\nand directly address the cognitive science of how students learn\n\nmathematics for which districts are permitted to use the funds\n\nreceived pursuant to this section.\n\nD.
