There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma State Regents for Higher Education to be\n\ndesignated the “Statewide Mathematics Revolving Fund”. The fund\n\nshall be a continuing fund, not subject to fiscal year limitations,\n\nand shall consist of all monies received by the State Regents from\n\nstate appropriations provided for the purpose of implementing the\n\nprovisions of subsection B of this section. All monies accruing to\n\nthe credit of the fund are hereby appropriated and may be budgeted\n\nand expended by the State Regents for the purpose provided for in\n\nthis subsection. Expenditures from the fund shall be made upon\n\nwarrants issued by the State Treasurer against claims filed as\n\nprescribed by law with the Director of the Office of Management and\n\nEnterprise Services for approval and payment.\n\nB. Subject to the availability of funding, the Oklahoma State\n\nRegents for Higher Education shall utilize the Statewide Mathematics\n\nRevolving Fund created in subsection A of this section to:\n\n1. Implement training for a scientifically research-based math\n\nprogram in teacher education programs accredited by the Commission\n\nfor Educational Quality and Accountability. For the purposes of\n\nthis section, training in a scientifically research-based math\n\nprogram includes providing explicit and systematic instruction in\n\nreal-world problem-solving skills, procedural fluency, conceptual\n\nunderstanding, and productive dispositions, and implementing\n\ninstructional strategies that research has shown to be successful in\n\nimproving mathematics achievement among students with learning\n\ndifficulties in math. Beginning with students entering a teacher\n\neducation program accredited by the Commission for Educational\n\nQuality and Accountability in the 2026-2027 academic year,\n\ncompletion of training required by this paragraph shall lead to a\n\nmicro-credential in mathematics, which shall be reflected on\n\nteaching certificates awarded to such individuals; and\n\n2. Support teacher education programs accredited by the\n\nCommission for Educational Quality and Accountability in developing\n\nand implementing a micro-credential in mathematics for certified\n\nteachers employed by school districts and charter schools in this\n\nstate.
