The State Board of Education is hereby authorized in\n\naccordance with state and federal law to determine and prescribe the\n\nqualifications of all persons who teach children with disabilities,\n\nto define, classify and determine standards of eligibility of all\n\nchildren with disabilities to receive special education and related\n\nservices, to fix minimum requirements for special education and\n\nrelated services of children with disabilities, and to make such\n\nrules as it deems necessary for the teaching of children with\n\ndisabilities.\n\nB.
