It is the purpose of the Oklahoma Early Intervention Act to\n\nestablish the policy of this state to provide for early intervention\n\nservices to infants and toddlers with disabilities and their\n\nfamilies in accordance with Part C, formerly Part H, of the\n\nIndividuals with Disabilities Education Act (IDEA), as may be\n\namended. These services are deemed to be necessary in order to:\n\n1. Enhance the development of infants and toddlers with\n\ndisabilities;\n\n2. Reduce the educational costs to our society by minimizing\n\nthe need for special education and related services after such\n\nchildren reach school age;\n\n3. Minimize the likelihood of institutionalization of\n\nindividuals with disabilities and maximize their potential for\n\nindependent living in society; and\n\n4. Enhance the capacity of families to meet the needs of their\n\ninfants and toddlers with disabilities.\n\nB. The implementation of this policy requires the development\n\nof a system of services to infants and toddlers with disabilities\n\nand their families which is:\n\n1. Comprehensive, coordinated, multidisciplinary and\n\ninteragency;\n\n2. Delivered by the State Department of Education, Oklahoma\n\nState Department of Health, the Department of Human Services, the\n\nDepartment of Mental Health and Substance Abuse Services and other\n\npublicly funded services for infants and toddlers with disabilities\n\nand their families subject to the provisions of the Oklahoma Early\n\nIntervention Act; and\n\n3.
