Stat. tit. 70, § 70-14-103","heading":"Powers and duties","body":"The State Board of Career and Technology Education shall have\n\nthe following powers and duties:\n\n1. Have the supervision of the Oklahoma Department of Career\n\nand Technology Education of the State Board of Career and Technology\n\nEducation, which department shall keep its principal offices at\n\nStillwater, and appoint and fix the compensation and duties of the\n\nDirector and other personnel of such Department;\n\n2. Have the supervision of the technology center schools and\n\ncolleges of Oklahoma, except Oklahoma State University Institute of\n\nTechnology-Okmulgee and the Oklahoma State University Technical\n\nInstitutes at Oklahoma City and Stillwater, which, however, shall be\n\neligible to participate in federal programs administered by the\n\nState Board of Career and Technology Education as hereinafter\n\nprovided;\n\n3. Cooperate with, and enter into agreements with, and\n\nadminister programs of, and receive federal funds from, the United\n\nStates Department of Education and other federal agencies in matters\n\nrelating to vocational and technical education, youth apprenticeship\n\nprograms, and manpower training, and be the sole state agency for\n\nsuch purposes. Provided that, programs and funds made available\n\nthrough the Job Training Partnership Act, or its successor programs,\n\nshall be excluded;\n\n4. Provide for the formulation and adoption of curricula,\n\ncourses of study, and other instructional aids necessary for the\n\nadequate instruction of students in the technology center schools\n\nand colleges of this state. It is the intent of the Legislature\n\nthat instructional models for vocational students should include\n\nhigher standards of academic work with increased emphasis on\n\ncommunication, computation and applied science;\n\n5. Develop a plan to provide adequate vocational offerings\n\naccessible to all students having the ability to benefit;\n\n6. Purchase or otherwise acquire equipment, materials, supplies\n\nand other property, real or personal, as may be necessary for the\n\noperation of the technology center schools of this state, and\n\nprovide for the maximum utilization of such property through a\n\ncoordinated and cooperative use thereof, including transfer of title\n\nto real and personal property to a technology center school district\n\nfor a reasonable cash consideration if said property is to be\n\nutilized in a vocational-technical program administered by the\n\ntechnology center district board of education. Any conveyance of\n\nreal property for a reasonable consideration shall contain a\n\nreversionary clause by which the real property shall revert to the\n\nState Board of Career and Technology Education if the property\n\nceases to be used in a vocational-technical program administered by\n\nthe technology center district board of education;\n\n7. Enter into such agreements and contracts with the State\n\nBoard of Education, boards of trustees of community junior colleges,\n\nboards of education of independent and elementary school districts,\n\nboards of education of school districts for technology center\n\nschools, private educational or training institutions, public or\n\nprivate industry, and boards of directors of community action\n\nprograms, as may be necessary or feasible for the furtherance of\n\nvocational and technical training within this state;\n\n8. Cooperate and enter into agreements with the Oklahoma State\n\nRegents for Higher Education;\n\n9. Cooperate with the State Department of Education in\n\ndeveloping hands-on career exploration activities for students in\n\ngrades 6 through 10, integrating academic competencies into\n\nvocational instruction, and ensuring counseling of all students in\n\norder to minimize the number of students graduating from high school\n\nwithout having completed either a vocational-technical program or\n\ncollege preparation;\n\n10. Develop and periodically update a plan to allow teacher\n\ntraining and the purchase and installation of technological\nthrough 10, integrating academic competencies into\n\nvocational instruction, and ensuring counseling of all students in\n\norder to minimize the number of students graduating from high school\n\nwithout having completed either a vocational-technical program or\n\ncollege preparation;\n\n10. Develop and periodically update a plan to allow teacher\n\ntraining and the purchase and installation of technological\n\nequipment necessary to modernize vocational educational programs;\n\n11. Accept and provide for the administration of any land,\n\nmoney, buildings, gifts, funds, donations or other things of value\n\nwhich may be offered or bequeathed to the schools or colleges under\n\nthe supervision or control of said Board;\n\n12. Enter into cooperative arrangements with one or more other\n\nstates for the conduct and administration of programs, services and\n\nactivities;\n\n13. Cooperate whenever possible, to avoid any duplication of\n\ntraining programs with any established training program registered\n\nby the Bureau of Apprenticeship and Training, United States\n\nDepartment of Labor;\n\n14. Accept and expend funds from any source in order to market,\n\nadvertise or promote programs and services available through the\n\nCareer and Technology Education system; and\n\n15. Participate in activities pertaining to the recruitment of\n\ncompanies to locate or expand operations in the state, and\n\nparticipate in activities that will increase the competitiveness of\n\ncompanies with headquarters or branch operations located in the\n\nstate.
