Contingent upon the provision of appropriated funds, the\n\nState Board of Career and Technology Education is authorized to\n\naward one or more competitive grants for dropout recovery programs\n\nto technology center school districts. The grant awards shall be\n\nmade to technology center school districts serving school districts\n\nthat do not have intensive dropout prevention programs and that have\n\nthe greatest need for dropout prevention and recovery as reflected\n\nin reports of the Office of Accountability. The Dropout Recovery\n\nGrants shall emphasize dropout recovery, shall be in addition to any\n\nexisting alternative education programs, and shall meet the criteria\n\napplicable to Alternative Education Academy Grants as set forth in\n\nsubsection A of Section 1210.563 of this title.\n\nB. The State Board of Career and Technology Education shall\n\nprovide or contract for technical assistance from appropriated\n\nfunds. The State Board of Career and Technology Education shall\n\nprovide or contract for in-depth program analysis and evaluation of\n\ngrant-funded programs to the Oklahoma Department of Career and\n\nTechnology Education and the Legislature no later than November 1\n\nfollowing the end of the school year in which one or more programs\n\nwere implemented and funded through Dropout Recovery Grants.\n\nC. Programs funded through Dropout Recovery Grants shall be\n\nsubject to the funding cycle and limitations applicable to\n\nAlternative Education Academy Grants as set out in subsection C of\n\nSection 1210.563 of this title.\n\nD. By September 15 of each school year, all revenue received\n\nand expended for students participating in Dropout Recovery Grant\n\nprograms created in subsection A of this section shall be reported\n\nto the Oklahoma Department of Career and Technology Education.\n\nE. The State Board of Career and Technology Education shall\n\npromulgate rules as necessary to administer the Dropout Recovery\n\nGrants and the process by which the grant funding shall be\n\nallocated.\n\nF. By September 1, 1995, the State Board of Career and\n\nTechnology Education shall prepare and submit to the Legislature and\n\nthe Governor a proposed statewide plan, including a statement of\n\nneeded funding, for the provision of vocational and technical\n\neducation to students in grades six through twelve who have been\n\nidentified by school districts in their needs assessments as being\n\nat risk of not completing a high school education for a reason other\n\nthan that identified in Section 13-101 of this title, and who would\n\nbenefit from vocational and technical education.
