There is hereby created until November 1, 2027, the Oklahoma\n\nEducation Commission.\n\nB. The Commission shall consist of seventeen (17) members to be\n\nappointed as follows:\n\n1. A member of the Oklahoma House of Representatives shall be\n\nappointed by the Speaker of the Oklahoma House of Representatives;\n\n2. A member of the Oklahoma State Senate shall be appointed by\n\nthe President Pro Tempore of the Oklahoma State Senate;\n\n3. The Director of the Department of Corrections, or his or her\n\ndesignee;\n\n4. The Director of the Oklahoma Department of Libraries, or his\n\nor her designee;\n\n5. The Executive Director of the Oklahoma Educational\n\nTelevision Authority, or his or her designee;\n\n6. Four members with expertise in online and educational\n\ninnovation shall be appointed by the Chancellor of Higher Education,\n\none of whom shall be a representative of the Oklahoma State Regents\n\nfor Higher Education, one of whom shall be a representative of a\n\nresearch institution within The Oklahoma State System of Higher\n\nEducation, one of whom shall be a representative of a regional\n\ninstitution within The Oklahoma State System of Higher Education,\n\nand one of whom shall be a representative of a community college\n\nwithin The Oklahoma State System of Higher Education;\n\n7. Four members with expertise in effective approaches to\n\nclassroom instruction and learning or educational innovation shall\n\nbe appointed by the State Superintendent of Public Instruction, one\n\nof whom shall represent the State Department of Education, one of\n\nwhom shall be a school district administrator, one of whom shall be\n\na certified classroom teacher, and one of whom shall be a high\n\nschool student; and\n\n8. Four members with expertise in effective approaches to\n\ncareer and technology education instruction and learning or\n\neducational innovation shall be appointed by the Director of the\n\nOklahoma Department of Career and Technology Education, one of whom\n\nshall represent the Oklahoma Department of Career and Technology\n\nEducation, one of whom shall be an administrator of a state\n\ntechnology center school or college, one of whom shall be a\n\ncertified teacher at a state technology center school or college,\n\nand one of whom shall be a student enrolled at a state technology\n\ncenter school or college.\n\nC. The Commission shall hold an organizational meeting not\n\nlater than ninety (90) days after the effective date of this act.\n\nThe member of the Oklahoma House of Representatives shall serve as\n\nchair of the Commission and the member of the Oklahoma State Senate\n\nshall serve as vice-chair. A quorum of the membership of the\n\nCommission shall be required to approve any final action of the\n\nCommission. For purposes of this section, nine members shall\n\nconstitute a quorum.\n\nD. The Commission may meet as often as required to perform the\n\nduties imposed upon it, but shall meet at least quarterly.\n\nE. The Commission shall engage multiple stakeholders in\n\nresearch, evaluation, and information sharing to conduct a study on\n\nhow to improve the quality of instruction and learning through\n\ndistance and remote modalities. Topic areas of the study shall\n\ninclude, but not be limited to:\n\n1. Support infrastructure;\n\n2. Open education resources;\n\n3. Compliance with the federal Americans with Disabilities Act;\n\n4. Professional development; and\n\n5. Modality research.\n\nF. The Commission shall be subject to the Oklahoma Open Meeting\n\nAct and the Oklahoma Open Records Act.\n\nG. Members of the Commission shall not receive compensation or\n\ntravel reimbursement.\n\nH. The Oklahoma House of Representatives shall provide staff\n\nand administrative support for the Commission.\n\nI.
