Any district applying to utilize the provisions of this act\n\nfor its bonded indebtedness shall:\n\n1. Be certified to be in good standing and be accredited\n\nwithout probation by the State Board of Education;\n\n2. Verify to the Commissioners that the bond issue involved is\n\nwithin any limitation provided by law;\n\n3. Comply with such criteria or other requirements deemed\n\nnecessary by the Commissioners; and\n\n4. Fully comply with all provisions of the rules promulgated by\n\nthe Commissioners pursuant to this act.\n\nB.
