Stat. tit. 70, § 70-16-101","heading":"State Textbook Committee - Members - Qualifications -","body":"Travel expenses - Terms.\n\nThere is hereby created the State Textbook Committee, which\n\nshall be composed of thirteen (13) members appointed by the Governor\n\nwith the advice and consent of the Senate: two members from each\n\ncongressional district, two members from the state at large and one\n\nmember who shall be a lay citizen not having a teaching certificate\n\nand having at least one child in the public schools of Oklahoma.\n\nBeginning April 1, 2021, the Committee shall be composed of thirteen\n\n(13) members. Twelve members shall be appointed by the Governor\n\nwith the advice and consent of the Senate: two members from each\n\ncongressional district and two members from the state at large who\n\nshall be lay citizens not having a teaching certificate and having\n\nat least one child in the public schools of Oklahoma. The State\n\nSuperintendent of Public Instruction, or a designee, shall serve as\n\nthe thirteenth member and shall serve as chair of the Committee.\n\nHowever, when congressional districts are redrawn, each member\n\nappointed prior to July 1 of the year in which such modification\n\nbecomes effective shall complete the current term of office and\n\nappointments made after July 1 of the year in which such\n\nmodification becomes effective shall be based on the redrawn\n\ndistricts. Appointments made after July 1 of the year in which such\n\nmodification becomes effective shall be from any redrawn districts\n\nwhich are not represented by two board members until such time as\n\neach of the modified congressional districts is represented by two\n\nboard members. A majority of the members shall be classroom\n\nteachers. The regular terms of all members shall be for three (3)\n\nyears. Members shall not be eligible to succeed themselves. At no\n\ntime shall more than one member of the State Textbook Committee be\n\nan employee of the same school district. Each educator member shall\n\nhave had not less than five (5) years' teaching or supervisory\n\nexperience in the public schools of Oklahoma at the time of\n\nappointment, and shall be actively employed in the public schools of\n\nOklahoma during the term of service on said Committee. Until March\n\n31, 2021, the State Superintendent of Public Instruction or a\n\ndesignated member of the staff shall serve as Secretary of the\n\nCommittee and vote only when there is a tie vote in the membership\n\nof the Committee. The State Department of Education shall provide\n\nadministrative services, including a secretary, to the Committee.\n\nEach member shall receive necessary traveling expenses while in the\n\nperformance of duties pursuant to the State Travel Reimbursement\n\nAct. The State Textbook Committee shall be subject to the Oklahoma\n\nOpen Meeting Act and the Oklahoma Open Records Act.\n\nThe Committee shall meet at the call of the State Superintendent\n\nof Public Instruction and elect by secret written ballot a vice-\n\nchair from its membership to serve for the year. The terms for\n\nwhich new members from the congressional districts are appointed\n\nshall be staggered by the Governor in making appointments. The\n\nterms of four members shall expire each year.
