Stat. tit. 70, § 70-16-102","heading":"Meetings - Selection of textbooks – Subject matter","body":"expert review teams.\n\nA. The State Textbook Committee shall meet at the call of the\n\nchair as often as necessary, with two (2) weeks' public notice, to\n\ndischarge its responsibilities. If necessary, not later than the\n\nfirst day of December of each year the State Textbook Committee\n\nshall meet to select textbooks for subjects taught in the public\n\nschools of the state for grades prekindergarten through twelve,\n\nwhich selections shall be for not more than six (6) years for every\n\ntextbook.\n\nB. The Committee may suspend any currently pending selection\n\nprocess of textbooks and may extend by at least two (2) years the\n\nsix-year adoption period of those textbooks currently on the state\n\nadopted list, for the purpose of delaying for two (2) years the six-\n\nyear adoption cycle of subjects.\n\nC. \"Textbooks\", as used in Sections 16-101 through 16-124 of\n\nthis title, means instructional materials that are designed for use\n\nby pupils as a learning resource. Instructional materials may be\n\nprinted or nonprinted and may include textbooks, technology-based\n\nand other educational materials.\n\nD. \"List of textbooks\" or \"the list\", as used in Sections 16-\n\n101 through 16-111 of this title, means the official textbook list\n\nrequired by Section 6 of Article XIII of the Oklahoma Constitution.\n\nThe list shall include the textbooks and other instructional\n\nmaterials selected by the State Textbook Committee for use in the\n\ncommon schools of the state.\n\nE. The State Department of Education, in coordination with the\n\nState Textbook Committee, shall approve an application process to\n\nassemble annually one or more review teams comprised of subject\n\nmatter experts for each subject area under review to assist the\n\nCommittee in reviewing textbooks and instructional materials. The\n\nnumber of review teams shall be contingent on the number of subject\n\nareas under review each year. Members of the review teams shall\n\nhave specific expertise in the subject areas being reviewed that\n\nyear. Review teams shall consist of no less than twelve members\n\neach, but may be as large as is deemed necessary by the State\n\nTextbook Committee and the State Department of Education. Subject\n\nto the availability of funds within the State Department of\n\nEducation, members of the review teams shall receive from the\n\nDepartment necessary traveling expenses while in the performance of\n\nduties pursuant to the State Travel Reimbursement Act.\n\nF. The Committee shall select textbooks or series of textbooks\n\nfor each subject, which, to the greatest extent possible, are\n\naligned with the subject matter standards adopted by the State Board\n\nof Education pursuant to Section 11-103.6 of this title. The\n\nCommittee, in consultation with the State Department of Education,\n\nshall adopt a rubric to be used by the review teams as a means of\n\nevaluating textbooks submitted for review. The rubric shall contain\n\na three-tiered rating system in which the first tier shall be\n\nlabeled \"Exemplifies Quality\", the second tier shall be labeled\n\n\"Approaching Quality\", and the third tier shall be labeled \"Not\n\nRepresenting Quality\". The rubric shall also include, but not be\n\nlimited to, criteria for alignment to subject matter standards such\n\nthat all standards are present and treated with the appropriate\n\ndepth to support students in learning the skills and information\n\ncontained in the subject matter standards, as well as usability for\n\nteacher planning, learning, assessment and differentiated\n\ninstruction. The Committee, in consultation with the review teams,\n\nmay include additional criteria specific to the subject area being\n\nreviewed. The rubric shall require each criterion to be scored\n\nindividually with justification, and shall provide an overall\n\nrecommendation for the rating.\n\nG. Review teams shall review all materials in accordance with\n\nthe rubric adopted in subsection F of this section and shall submit\ne, in consultation with the review teams,\n\nmay include additional criteria specific to the subject area being\n\nreviewed. The rubric shall require each criterion to be scored\n\nindividually with justification, and shall provide an overall\n\nrecommendation for the rating.\n\nG. Review teams shall review all materials in accordance with\n\nthe rubric adopted in subsection F of this section and shall submit\n\nthe review and recommended rating to the Committee. The Committee\n\nshall consider but not be required to accept the recommended rating\n\nof the review teams. The Committee may request that the review\n\nteams supply additional information to support their recommendations\n\nor the Committee may provide its own justification utilizing the\n\nadopted rubric.\n\nH. The Committee, having verified that the review process has\n\nbeen conducted in a scrupulous and fair manner, shall adopt a final\n\nrating for each textbook prior to including it on the textbook list\n\nrequired by Section 16-110 of this title. The completed rubric for\n\neach evaluated textbook, including the review team's\n\nrecommendations, shall be made publicly available on the State\n\nTextbook Committee website.\n\nI. After a final textbook list is published, the State Textbook\n\nCommittee may determine that unusual or extraordinary circumstances\n\nexist in a particular subject area during the period for which\n\ntextbooks have been selected for that subject area. Unusual or\n\nextraordinary circumstances shall include but not be limited to\n\nsignificant new techniques of teaching in a particular subject area\n\nor significant new findings or discoveries in a particular subject\n\narea. Upon a determination by three-fourths (3/4) of the members of\n\nthe State Textbook Committee that unusual or extraordinary\n\ncircumstances exist in a particular subject area, the Committee may\n\nselect one or more textbooks in that subject area for the remainder\n\nof the adoption period.\n\nJ. The State Department of Education shall house the website of\n\nthe State Textbook Committee on its agency website.\n\nK. Five or more district boards of education may petition the\n\nState Board of Education to add a book or series of textbooks to the\n\napproved list selected by the State Textbook Committee.\n\nL.
