All monies allocated for the purchase of textbooks shall be\n\nsent directly to the school districts. The treasurer of each school\n\ndistrict shall enter the allocated textbook amount for deposit in\n\nthe appropriate account and the reporting of financial transactions\n\ninvolving textbooks shall be made according to the Oklahoma Cost\n\nAccounting System, as adopted by the State Board of Education\n\npursuant to Section 5-135 of this title. The price to be paid for\n\ninstructional materials on the state textbook list shall be no\n\ngreater than that stipulated in the contract with the publisher.\n\nThe State Board of Education shall approve purchase order forms to\n\nbe used by school districts to order books from the depository. All\n\nbooks ordered shall be delivered to the school district.\n\nDepositories are authorized to confer with individual school\n\ndistricts on plans to reduce the number of textbooks returned by\n\nschool districts to depositories and to confer on restocking fees\n\nassociated with such returns.\n\nB. The State Board of Education shall provide sufficient office\n\nspace, equipment, records and supplies necessary for a proper\n\nperformance of the duties and functions vested in it and the State\n\nTextbook Committee, and the State Board of Education shall appoint\n\nand fix the compensation and duties of necessary personnel to assist\n\nthe State Board of Education in performing its said duties and\n\nfunctions.\n\nC. The State Board of Education shall not reserve any funds\n\nfrom appropriations made for the purchase of textbooks for rebinding\n\nor for freight or transportation costs.
