All textbooks adopted, purchased and distributed to school\n\ndistricts shall be furnished free of cost to the school children of\n\nsuch districts and shall be owned by such districts and each\n\ndistrict shall mark each textbook with an appropriate number or\n\nother identification as deemed necessary to maintain proper records\n\nthereof. Each district board of education shall ensure that all\n\ntextbooks necessary for completion of assigned course work are\n\nroutinely available for every child enrolled in the schools of the\n\ndistrict for the child's personal use in a manner that will enable\n\nthe child to complete assigned course work. The State Board of\n\nEducation shall maintain a replacement program so that all textbooks\n\nfor student use are in satisfactory condition. Nothing herein shall\n\nprevent the purchase, from local school district funds, of any\n\nadopted textbook or any additional and supplementary textbooks if\n\nthe board of education of any school district deems it necessary to\n\nmake such purchases in order to establish and maintain the highest\n\nstandards of excellence of its schools.\n\nB. 1. Each school child who has been issued a set of textbooks\n\npursuant to this section, and the parents or legal guardian of such\n\nchild shall be responsible to the school district for the return of\n\nor payment for such textbook issued to the child which is not\n\nreturned to the school.\n\n2. The State Board of Education is authorized to promulgate\n\nrules requiring the return of or payment for any textbook used by a\n\nschool child which is not returned to the school. Such rules shall\n\nprovide for certain exceptions to such policies. Local boards shall\n\ninclude considerations for the inability to pay for the textbook,\n\nand reasons for the nonreturn of the textbook. A local school board\n\nis authorized to withhold transcripts, or other records of the\n\nschool relating to any school child who fails to return a textbook\n\nor make payment for the textbook if not returned. For the purpose\n\nof this subsection, the term \"transcript\" shall include any record\n\nof a grade or grades given to a student by a teacher.\n\n3. The provisions of this subsection shall not authorize the\n\nState Board of Education to prevent any school child from actually\n\nreceiving a grade he is otherwise entitled to for completion of a\n\ncourse of study, from graduating upon completion of the\n\nrequirements, or from obtaining any records or information supplied\n\nto the school or otherwise owned by the child.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"68328a95fab53e4dfa8ab870d3fab142ae01ab29d71a08268ebdd7557a3503c7","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-16-120","next":"us-ok/okla.-stat.-tit.-70-70-16-122"},"notice":"GroundRules: Original legal text.
