Residents of this state for whom blindness or visual\n\nimpairment is the primary impediment to success in the common\n\nschools of the state, and who are of suitable age and physical and\n\nmental capacity, shall be entitled to admission to the Oklahoma\n\nSchool for the Blind and shall receive an education free of charge.\n\nB. Students admitted to the school who are of suitable\n\nemotional capacity and who are not a threat to themselves or others\n\nshall be entitled to reside at the school free of charge to the\n\nextent that dormitory housing is available.\n\nC.
