Each local school district shall develop and adopt a four-\n\nyear capital improvement plan for the public schools in the\n\ndistrict. Each local school district shall review and update their\n\nplans annually. Capital improvement plans shall be based upon\n\nguidelines developed by the State Department of Education.\n\nB.
