Beginning with the 2020-21 school year, and each school year\n\nthereafter, the weighted membership of a school district for\n\ncalculation of Foundation Aid purposes pursuant to paragraph 1 of\n\nsubsection D of Section 18-200.1 of this title shall be the sum of\n\nthe weighted pupil grade level calculation, the weighted pupil\n\ncategory calculation, the weighted district calculation, and the\n\nweighted teacher experience and degree calculation. The weighted\n\nmembership of a school district for calculation of Salary Incentive\n\nAid purposes pursuant to paragraph 3 of subsection D of Section 18-\n\n200.1 of this title shall be the sum of the weighted pupil grade\n\nlevel calculation, the weighted pupil category calculation, the\n\nweighted district calculation, and the weighted teacher experience\n\nand degree calculation.\n\nB. Beginning with the 2022-2023 school year, the weighted\n\ncalculations provided for in subsection A of this section shall be\n\nbased on the higher weighted average daily membership of the first\n\nnine (9) weeks of the current school year or the preceding school\n\nyear of a school district, unless otherwise specified. The higher\n\nof the two (2) weighted average daily memberships shall be used\n\nconsistently in all of the calculations; however, the weighted\n\ncalculation for a statewide virtual charter school experiencing a\n\nsignificant decline in membership shall be based on the first nine\n\n(9) weeks of the current school year for the statewide virtual\n\ncharter school. For purposes of this subsection, \"significant\n\ndecline in membership\" means equal to or greater than a fifteen\n\npercent (15%) decrease in average daily membership from the\n\npreceding school year to the average daily membership of the first\n\nnine (9) weeks of the current school year. The average daily\n\nmembership data used for all calculations in paragraphs 1, 2, 3, and\n\n4 of this subsection shall be the same as used in the calculation of\n\nthe State Aid Formula. The weighted calculations provided for in\n\nsubsection A of this section shall be determined as follows:\n\n1. The weighted pupil grade level calculation shall be\n\ndetermined by taking the highest average daily membership and\n\nassigning weights to the pupils according to grade attended as\n\nfollows:\n\nGRADE LEVEL WEIGHT\n\na. Half-day early childhood programs .7\n\nb. Full-day early childhood programs 1.3\n\nc. Half-day kindergarten 1.3\n\nd. Full-day kindergarten 1.5\n\ne. First and second grade 1.351\n\nf. Third grade 1.051\n\ng. Fourth through sixth grade 1.0\n\nh. Seventh through twelfth grade 1.2\n\ni. Out-of-home placement 1.50\n\nMultiply the membership of each subparagraph of this paragraph by\n\nthe weight assigned to such subparagraph of this paragraph and add\n\nthe totals together to determine the weighted pupil grade level\n\ncalculation for a school district. Determination of the pupils\n\neligible for the early childhood program weight shall be pursuant to\n\nthe provisions of Section 1-114 of this title. The pupils eligible\n\nfor the out-of-home placement pupil weight shall be students who are\n\nnot residents of the school district in which they are receiving\n\neducation pursuant to the provisions of subsection D of Section 1-\n\n113 of this title. Such weight may be claimed by the district\n\nproviding educational services to such student for the days that\n\nstudent is enrolled in that district. If claimed, the out-of-home\n\nplacement weight shall be in lieu of the pupil grade level and any\n\npupil category weights for that student. Provided, if a student\n\nresides in a juvenile detention center that is restricted to less\n\nthan twelve (12) beds, the out-of-home placement pupil weight for\n\nsuch students shall be calculated as follows: for a center with six\ntudent is enrolled in that district. If claimed, the out-of-home\n\nplacement weight shall be in lieu of the pupil grade level and any\n\npupil category weights for that student. Provided, if a student\n\nresides in a juvenile detention center that is restricted to less\n\nthan twelve (12) beds, the out-of-home placement pupil weight for\n\nsuch students shall be calculated as follows: for a center with six\n\n(6) beds - 3.0; for a center with eight (8) beds - 2.3; and for a\n\ncenter with ten (10) beds - 1.80.\n\n2. The weighted pupil category calculation shall be determined\n\nby assigning a weight to the pupil category as follows:\n\nCATEGORY WEIGHT\n\na. Visual Impairment 3.8\n\nb. Specific Learning Disability .4\n\nc. Deafness or Hearing Impairment 2.9\n\nd. Deaf-Blindness 3.8\n\ne. Intellectual Disability 1.3\n\nf. Emotional Disturbance 2.5\n\ng. Gifted .34\n\nh. Multiple Disabilities 2.4\n\ni. Orthopedic Impairment 1.2\n\nj. Speech or Language Impairment .05\n\nk. Bilingual .25\n\nl. Special Education Summer Program 1.2\n\nm. Economically Disadvantaged .3\n\nn. Optional Extended School Year\n\nProgram As determined by\n\nthe State Board\n\nof Education\n\no. Autism 2.4\n\np. Traumatic Brain Injury 2.4\n\nq. Other Health Impairment 1.2\n\nExcept as otherwise provided, multiply the number of pupils approved\n\nin the school year with the highest average daily membership in each\n\ncategory by the weight assigned to such category and add the totals\n\ntogether to determine the weighted pupil category calculation for a\n\nschool district. For the 1997-98 school year and subsequent school\n\nyears, the number to be multiplied by the weight assigned to the\n\ngifted category in subparagraph g of this paragraph shall be the\n\nlesser of (1) the sum of the number of students who scored in the\n\ntop three percent (3%) on any national standardized test of\n\nintellectual ability plus the number of students identified as\n\ngifted pursuant to subparagraphs a through d of paragraph 1 of\n\nSection 1210.301 of this title, or (2) the sum of the number of\n\nstudents who scored in the top three percent (3%) on any national\n\nstandardized test of intellectual ability plus eight percent (8%) of\n\nthe total average daily membership of the school district for the\n\nfirst nine (9) weeks of the school year.\n\n3. The weighted district calculation shall be determined by\n\ndetermining the calculations for each school district for both the\n\nsmall school district formula and the district sparsity - isolation\n\nformula, applying whichever is the greater of the calculations of\n\nthe two formulas and then applying the restrictions pursuant to\n\nsubparagraph c of this paragraph.\n\na. Small school district formula: 750 minus the average\n\ndaily membership divided by 750 times .2 times total\n\naverage daily membership.\n\nThe small school district formula calculation shall apply\n\nonly to school districts whose highest average daily\n\nmembership is less than 750 pupils. School districts which\n\nare consolidated or annexed after July 1, 2003, pursuant to\n\nthe Oklahoma School Voluntary Consolidation and Annexation\n\nAct shall have the weighted district size calculation for\n\nthe three (3) school years following the fiscal year in\n\nwhich such consolidation occurred calculated to be the sum\n\nof the individual consolidated districts computed as if the\n\nconsolidation had not taken place. Thereafter, any such\n\ndistrict which is consolidated pursuant to the Oklahoma\n\nSchool Voluntary Consolidation and Annexation Act shall not\n\nqualify for the weighted district calculation unless the\n\ndistrict can satisfy the specifications herein. Subject to\n\nthe provisions of subparagraph c of this paragraph, the\n\nresulting number shall be counted as additional students\n\nfor the purpose of calculating State Aid.\n\nb. District sparsity - isolation formula:\n\nThe district sparsity - isolation formula calculation shall\n\napply only to school districts:\nthe weighted district calculation unless the\n\ndistrict can satisfy the specifications herein. Subject to\n\nthe provisions of subparagraph c of this paragraph, the\n\nresulting number shall be counted as additional students\n\nfor the purpose of calculating State Aid.\n\nb. District sparsity - isolation formula:\n\nThe district sparsity - isolation formula calculation shall\n\napply only to school districts:\n\n(1) whose total area in square miles is greater than\n\nthe average number of square miles for all school\n\ndistricts in this state; and\n\n(2) whose areal density is less than one-fourth (1/4)\n\nof the state average areal density. Areal\n\ndensity shall be determined by dividing the\n\nschool district's average daily membership by the\n\nschool district's total area in square miles.\n\nThe district sparsity - isolation formula calculation shall\n\nbe calculated as follows:\n\nThe school district student cost factor multiplied by\n\nthe school district area factor. The resulting\n\nproduct shall be multiplied by the school district's\n\naverage daily membership. Subject to the provisions\n\nof subparagraph c of this paragraph, the resulting\n\nnumber shall be counted as additional students for the\n\npurpose of calculating State Aid.\n\nThe school district student cost factor shall be calculated\n\nas follows:\n\nThe school district's average daily membership shall\n\nbe categorized into the following grade level groups\n\nand applied to the appropriate formulas as computed\n\nbelow:\n\nGrade Level Group\n\nGrades K-5 Divide 74 by the sum of the Grade\n\nLevel ADM plus 23,\n\nadd .85 to the quotient, then\n\nmultiply the sum by the Grade\n\nLevel ADM.\n\nGrades 6-8 Divide 122 by the sum of the Grade\n\nLevel ADM plus 133,\n\nadd .85 to the quotient, then\n\nmultiply the sum by the Grade\n\nLevel ADM.\n\nGrades 9-12 Divide 292 by the sum of the Grade\n\nLevel ADM plus 128,\n\nadd .78 to the quotient, then\n\nmultiply the sum by the Grade\n\nLevel ADM.\n\nThe sum of the grade level group's average daily\n\nmembership shall be divided by the school district's\n\naverage daily membership. The number one (1.0) shall\n\nbe subtracted from the resulting quotient.\n\nThe school district area cost factor shall be calculated as\n\nfollows:\n\nSubtract the state average district area from the\n\ndistrict area, then divide the remainder by the state\n\naverage district area;\n\nhowever, the district area cost factor shall not exceed one\n\n(1.0).\n\nThe State Board of Education shall define geographical barriers\n\nwhose location in a school district would inhibit the district from\n\nconsolidation or annexation. The Board shall make available an\n\napplication process, review applications, and for districts the\n\nBoard deems necessary allow additional square miles to be used for\n\nthe purposes of calculations used for the weighted district sparsity\n\n- isolation formula. Provided, that the additional square miles\n\nallowed for geographical barriers shall not exceed thirty percent\n\n(30%) of the district's actual size.\n\nc. State Aid funds which a district is calculated to\n\nreceive as a result of the weighted district\n\ncalculation shall be restricted as follows:\n\nIf, after the weighted district calculation is\n\napplied, the district's projected per pupil\n\nrevenue exceeds one hundred fifty percent (150%)\n\nof the projected state average per pupil revenue,\n\nthen the district's State Aid shall be reduced by\n\nan amount that will restrict the district's\n\nprojected per pupil revenue to one hundred fifty\n\npercent (150%) of the projected state average per\n\npupil revenue. Provided, in applying the\n\nrestriction provided in this division, the\n\ndistrict's State Aid shall not be reduced by an\n\namount greater than by the amount of State Aid\n\nwhich was generated by the weighted district\n\ncalculation.\n\nThe July calculation of the projected per pupil\n\nrevenue shall be determined by dividing the district's\n\npreceding year's average daily membership (ADM) as\n\nweighted by the pupil grade level, the pupil category,\nprovided in this division, the\n\ndistrict's State Aid shall not be reduced by an\n\namount greater than by the amount of State Aid\n\nwhich was generated by the weighted district\n\ncalculation.\n\nThe July calculation of the projected per pupil\n\nrevenue shall be determined by dividing the district's\n\npreceding year's average daily membership (ADM) as\n\nweighted by the pupil grade level, the pupil category,\n\nthe district and the teacher experience degree index\n\ncalculations for projected State Aid into the\n\ndistrict's projected total revenues including\n\nprojected funds for the State Aid Formula for the\n\npreceding year, net assessed valuation for the\n\npreceding calendar year times thirty-nine (39) mills,\n\ncounty revenues excluding the county four-mills\n\nrevenues for the second preceding year, other state\n\nappropriations for the preceding year, and the\n\ncollections for the preceding year of state\n\napportionment, motor vehicle revenue, gross production\n\ntax, and R.E.A. tax.\n\nThe December calculation of the projected per pupil\n\nrevenue shall be determined by dividing the higher of\n\nthe district's first nine (9) weeks of the current\n\nschool year or the preceding school year's average\n\ndaily membership (ADM) as weighted by the pupil grade\n\nlevel, the pupil category, the district and the\n\nteacher experience degree index calculations for\n\nprojected State Aid into the district's projected\n\ntotal revenues including funds for the December\n\ncalculation of the current year State Aid Formula, net\n\nassessed valuation for the current calendar year times\n\nthirty-nine (39) mills, county revenues excluding the\n\ncounty four-mills revenue for the preceding year,\n\nother state appropriations for the preceding year, and\n\nthe collections for the preceding year of state\n\napportionment, motor vehicle revenue, gross production\n\ntax, and R.E.A. tax.\n\nThe district's projected total revenues for each\n\ncalculation shall exclude the following collections\n\nfor the second preceding year: federal revenue,\n\ninsurance loss payments, reimbursements, recovery of\n\noverpayments and refunds, unused reserves, prior\n\nexpenditures recovered, prior year surpluses, and\n\nother local miscellaneous revenues.\n\n4. The weighted teacher experience and degree calculation shall\n\nbe determined in accordance with the teacher experience and degree\n\nindex. The State Department of Education shall determine an index\n\nfor each state teacher by using data supplied in the school\n\ndistrict's teacher personnel reports of the preceding year and\n\nutilizing the index as follows:\n\nTEACHER EXPERIENCE - DEGREE INDEX\n\nEXPERIENCE BACHELOR'S MASTER'S DOCTOR'S\n\nDEGREE DEGREE DEGREE\n\n0 - 2 .7 .9 1.1\n\n3 - 5 .8 1.0 1.2\n\n6 - 8 .9 1.1 1.3\n\n9 - 11 1.0 1.2 1.4\n\n12 - 15 1.1 1.3 1.5\n\nOver 15 1.2 1.4 1.6\n\nThe school district teacher index for each school district shall\n\nbe determined by subtracting the weighted average state teacher from\n\nthe weighted average district teacher.
