In addition to the protections provided in Section 2 of this\n\nact, no public institution of higher education may substantially\n\nburden a student's exercise of religion, even if the burden results\n\nfrom a rule of general applicability, except as provided in\n\nsubsection B of this section.\n\nB. A public institution of higher education may substantially\n\nburden a student's exercise of religion only if that institution\n\ndemonstrates that application of the burden to the student:\n\n1. Is in furtherance of a compelling interest of the public\n\ninstitution of higher education;\n\n2. Actually furthers that interest; and\n\n3.
