There shall be created a trust fund to be known as the\n\n\"Heart of the Heartland Scholarship Fund\". The trust fund shall be\n\nmanaged and controlled by a board of trustees. The Oklahoma State\n\nRegents for Higher Education shall constitute the board of trustees\n\nof the Heart of the Heartland Scholarship Fund.\n\nB. The trust capital shall consist of all monies received from\n\nthe sale of the Heart of the Heartland special license plates\n\nauthorized pursuant to Section 14 of this act.\n\nC. The board of trustees shall invest the trust capital in a\n\nreasonable and prudent manner which, consistent with any long-term\n\ninvestment needs, will produce the greatest trust income over the\n\nterm of the investment while preserving the trust capital. All\n\ntrust income shall be reinvested into the trust fund except as\n\nprovided in subsection D of this section.\n\nD. The trust fund shall be administered for the purpose of\n\nproviding the necessary funds for students attending institutions in\n\nThe Oklahoma State System of Higher Education who were injured or\n\nwhose parent or legal guardian was killed in the April 19, 1995,\n\nbombing of the Alfred P. Murrah Federal Building in Oklahoma City,\n\nOklahoma. The Oklahoma State Regents for Higher Education shall\n\ngrant the monies from the trust fund to any student eligible. To be\n\neligible to receive the trust funds, an applicant shall:\n\n1. Be enrolled full-time in an undergraduate or graduate\n\nprogram at a member institution of The Oklahoma State System of\n\nHigher Education; and\n\n2. Be a child injured or be the child of a parent or legal\n\nguardian killed as a result of the bombing at the Alfred P. Murrah\n\nFederal Building in Oklahoma City, Oklahoma.\n\nE. Any trust capital or income remaining in the trust fund on\n\nJuly 1, 2025, shall be transferred and deposited into the General\n\nRevenue Fund, and the Heart of the Heartland Scholarship Fund shall\n\nterminate.
