There is hereby created a trust fund to be known as the\n\n\"William P. Willis Trust Fund\". The Trust Fund shall be managed and\n\ncontrolled by a Board of Trustees. The Oklahoma State Regents for\n\nHigher Education shall constitute the Board of Trustees of the\n\nWilliam P. Willis Trust Fund.\n\nB. The trust capital shall consist of:\n\n1. any monies the Legislature may appropriate and transfer to\n\nthe Trust Fund; and\n\n2. any monies or assets contributed to the Trust Fund from any\n\nother source.\n\nC. The Board of Trustees shall invest the trust capital in a\n\nreasonable and prudent manner which, consistent with any long-term\n\ninvestment needs, will produce the greatest trust income over the\n\nterm of the investment while preserving the trust capital.\n\nD. All trust income shall be deposited in the William P.
