There is hereby created and established the William P.\n\nWillis Scholarship Fund to be administered by the Oklahoma State\n\nRegents for Higher Education for the purpose of providing\n\nscholarships to low-income students attending institutions in The\n\nOklahoma State System of Higher Education. Income to such fund\n\nshall consist of interest accrued from the William P. Willis Trust\n\ncreated in Section 12 of this act.\n\nB. The Oklahoma State Regents for Higher Education shall award\n\nscholarships from the William P. Willis Scholarship Fund each fiscal\n\nyear, beginning July 1, 1986, to persons recommended by an advisory\n\ncommittee appointed by the State Regents for that purpose. To be\n\neligible to receive a scholarship an applicant shall:\n\n1. be a bona fide resident of the State of Oklahoma;\n\n2. be enrolled full time in an undergraduate program at a\n\nmember institution of The Oklahoma State System of Higher Education;\n\nand\n\n3. meet low-income criteria established by the State Regents.\n\nThe scholarships shall be awarded per year, renewable for up to\n\nthree (3) additional years, in an amount calculated annually by the\n\nState Regents to fully pay for general enrollment fees, other fees,\n\nbooks, materials, and services provided by the institution,\n\nincluding room and board.\n\nC.
