Stat. tit. 70, § 70-23-108","heading":"The Authority has power to condemn property","body":"Whenever a reasonable price cannot be agreed upon, or whenever\n\nthe owner is legally incapacitated, or is absent, unknown, or unable\n\nto convey valid title, the Authority is hereby authorized and\n\nempowered to acquire by condemnation proceedings in the same manner\n\nas land is condemned for railroad purposes any land, property,\n\nrights, rights-of-way, franchises, easements, or other property\n\ndeemed necessary or convenient for the construction or the efficient\n\noperation of any facilities, or necessary in the restoration of\n\npublic or private property damaged or destroyed.
