Every year each public school site shall establish a Safe\n\nSchool Committee to be composed of at least seven (7) members. The\n\nSafe School Committee shall be composed of teachers, parents of\n\nenrolled students, students, and a school official who participates\n\nin the investigation of reports of bullying as required by\n\nsubsection A of Section 24-100.4 of this title. The Committee may\n\ninclude administrators, school staff, school volunteers, community\n\nrepresentatives, and local law enforcement agencies. The Committee\n\nshall assist the school board in promoting a positive school climate\n\nthrough planning, implementing and evaluating effective prevention,\n\nreadiness and response strategies, including the policy required by\n\nSection 24-100.4 of this title.\n\nB. The Safe School Committee shall study and make\n\nrecommendations to the principal regarding:\n\n1. Unsafe conditions, possible strategies for students, faculty\n\nand staff to avoid physical and emotional harm at school, student\n\nvictimization, crime prevention, school violence, and other issues\n\nwhich prohibit the maintenance of a safe school;\n\n2. Student bullying as defined in Section 24-100.3 of this\n\ntitle;\n\n3. Professional development needs of faculty and staff to\n\nrecognize and implement methods to decrease student bullying;\n\n4. Methods to encourage the involvement of the community and\n\nstudents, the development of individual relationships between\n\nstudents and school staff, and use of problem-solving teams and\n\nresources that include counselors and other behavioral health and\n\nsuicide prevention resources within or outside the school system;\n\nand\n\n5. Professional development needs of faculty and staff to\n\nrecognize and report suspected human trafficking.\n\nIn its considerations, the Safe School Committee shall review\n\nthe district policy for the prevention of bullying and the list of\n\nresearch-based programs appropriate for the prevention of bullying\n\nof students at school compiled by the State Department of Education.\n\nIn addition, the Committee may review traditional and accepted\n\nbullying prevention programs utilized by other states, state\n\nagencies, or school districts.\n\nC. The Safe School Committee may study and make recommendations\n\nto the school district board of education regarding the development\n\nof a rape or sexual assault response program that may be implemented\n\nat the school site.\n\nD. The State Department of Education shall:\n\n1. Develop a model policy and deliver training materials to all\n\nschool districts on the components that should be included in a\n\nschool district policy for the prevention of bullying; and\n\n2. Compile and distribute to each public school site,\n\nprominently display on the State Department of Education website and\n\nannually publicize in print media a list of research-based programs\n\nappropriate for the prevention of bullying of students. If a school\n\ndistrict implements a commercial bullying prevention program, it\n\nshall use a program listed by the State Department of Education.\n\nE.
