This act shall be known and may be cited as the “Chase\n\nMorris Sudden Cardiac Arrest Prevention Act”.\n\nB. As used in the Chase Morris Sudden Cardiac Arrest Prevention\n\nAct, “athletic activity” means any sport sanctioned and offered in\n\ngrades seven through twelve by a school district.\n\nC. The State Department of Health and the State Department of\n\nEducation shall jointly develop and post on their publicly\n\naccessible websites guidelines and other relevant materials to\n\ninform and educate students participating in or desiring to\n\nparticipate in an athletic activity, their parents, and their\n\ncoaches about the nature and warning signs of sudden cardiac arrest\n\nincluding the risks associated with continuing to play or practice\n\nafter experiencing one or more symptoms of sudden cardiac arrest\n\nincluding unexplained fainting, difficulty breathing, chest pains,\n\ndizziness, and abnormal racing heart rate. In developing the\n\nguidelines and materials, the State Department of Health and the\n\nState Department of Education may utilize existing materials\n\ndeveloped by other entities or organizations.\n\nD. A student participating in or desiring to participate in an\n\nathletic activity and the student’s parent or guardian shall, each\n\nschool year and prior to participation by the student in an athletic\n\nactivity, sign and return to the student’s school an acknowledgement\n\nof receipt and review of a sudden cardiac arrest symptoms and\n\nwarning signs information sheet jointly developed by the State\n\nDepartment of Health and the State Department of Education.\n\nE. A school may hold an informational meeting prior to the\n\nstart of each athletic season for all ages of competitors regarding\n\nthe symptoms and warning signs of sudden cardiac arrest. In\n\naddition to students, parents, coaches, and other school officials,\n\ninformational meetings may include physicians, pediatric\n\ncardiologists, and athletic trainers.\n\nF. A student who collapses or faints without a concurrent head\n\ninjury while participating in an athletic activity shall be removed\n\nby the coach from participation at that time.\n\nG. A student removed or prevented from participating in an\n\nathletic activity pursuant to subsection F of this section shall not\n\nreturn to participation until the student is evaluated and cleared\n\nfor return to participation in writing by a health care provider as\n\ndefined in Section 3090.2 of Title 63 of the Oklahoma Statutes.\n\nH. Once each year, a coach of an athletic activity, school\n\nnurses, and athletic trainers shall complete:\n\n1. The sudden cardiac arrest training course offered by a\n\nprovider approved by the State Department of Health; and\n\n2. Training in first aid, cardiopulmonary resuscitation, and\n\nuse of an automated external defibrillator. The training shall\n\nfollow guidelines set by a nationally recognized, guidelines-based\n\norganization focused on emergency cardiovascular care.\n\nA coach of an athletic activity shall not coach the athletic\n\nactivity until the coach completes the training course required\n\nunder this subsection.\n\nI. Each public school in this state shall develop a sudden\n\ncardiac emergency response plan. The plan shall be formulated by a\n\nschool site administrator and presented to the school district board\n\nof education. The plan shall:\n\n1. Establish and provide for membership of a sudden cardiac\n\nemergency response team for each school site. Each team shall\n\ninclude a school site administrator;\n\n2. Activate the team in response to a sudden cardiac arrest;\n\n3. Implement automated external defibrillator (AED) placement\n\nand routine maintenance within the school as needed and dictated by\n\nthe plan and in accordance with guidelines set by a nationally\n\nrecognized, guidelines-based organization focused on emergency\n\ncardiovascular care. The plan shall provide for implementation of\n\nclearly marked and easily accessible AED placement;\ndden cardiac arrest;\n\n3. Implement automated external defibrillator (AED) placement\n\nand routine maintenance within the school as needed and dictated by\n\nthe plan and in accordance with guidelines set by a nationally\n\nrecognized, guidelines-based organization focused on emergency\n\ncardiovascular care. The plan shall provide for implementation of\n\nclearly marked and easily accessible AED placement;\n\n4. Provide for communication and dissemination of the plan\n\nthroughout the school campus;\n\n5. Require the response team to practice the plan by conducting\n\nperiodic drills;\n\n6. Provide for coordination with emergency medical service\n\nproviders that serve the area in which the school is located;\n\n7. Address athletic events and athletic facilities at each\n\nmiddle school and high school site provided:\n\na. an AED shall be placed at each athletic venue or be\n\naccessible within one to three minutes of each venue\n\nwhere athletic practices or competitions are held, or\n\nb. a mobile AED device shall be on the premises in\n\naccordance with guidelines set by a nationally\n\nrecognized, guidelines-based organization focused on\n\nemergency cardiovascular care;\n\n8. Provide for appropriate school staff to be trained in first\n\naid, cardiopulmonary resuscitation, and the use of an AED in\n\naccordance with guidelines set by a nationally recognized,\n\nguidelines-based organization focused on emergency cardiovascular\n\ncare. The plan shall stipulate the appropriate staff to receive\n\ntraining which shall include, but not be limited to, athletic\n\ncoaches, school nurses, and athletic trainers; and\n\n9. Be reviewed by the school district board of education and\n\nsudden cardiac emergency response team members and updated annually.\n\nJ. The sponsors of youth athletic activities not associated\n\nwith a school are encouraged to follow the guidance stated in the\n\nChase Morris Sudden Cardiac Arrest Prevention Act.\n\nK. Nothing in the Chase Morris Sudden Cardiac Arrest Prevention\n\nAct shall be construed to create, establish, expand, reduce,\n\ncontract, or eliminate any civil liability on the part of any school\n\nor school employee.\n\nL. The State Board of Health and the State Board of Education\n\nshall promulgate rules to implement the provisions of the Chase\n\nMorris Sudden Cardiac Arrest Prevention Act.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"331a2455873bb1f67a5a20c7e0bae832ec4cf9231c030f493474b9313df11a86","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-24-155","next":"us-ok/okla.-stat.-tit.-70-70-24-157"},"notice":"GroundRules: Original legal text.
