There is hereby created the Oklahoma Rising Scholars Award\n\nProgram. The purpose of the Oklahoma Rising Scholars Award Program\n\nis to retain top-ranked students from Oklahoma in Oklahoma colleges,\n\nenable Oklahoma institutions of higher education to compete\n\naggressively for top Oklahoma scholars, attract high-caliber out-of-\n\nstate students to Oklahoma to attend colleges and universities, and\n\nenhance the academic quality in Oklahoma colleges and universities.\n\nThe program shall provide participants funding for enrollment fees,\n\ntuition and other fees, room and board and required textbooks or\n\nmaterials for up to five (5) years of undergraduate and/or graduate\n\nstudy at accredited institutions of higher education in Oklahoma.\n\nB.
