Stat. tit. 70, § 70-2403v2","heading":"Eligibility requirements - Enrollment requirements -","body":"Levels of scholarship awards - Award limits.\n\nA. No person shall be eligible to participate in the Oklahoma\n\nRising Scholars Award Program unless the person:\n\n1. Has complied with all of the rules promulgated by the\n\nOklahoma State Regents for Higher Education pursuant to the\n\nprovisions of the Oklahoma Rising Scholars Award Act, Section 2401\n\net seq. of this title, for the award, regulation, and administration\n\nof scholarships; and\n\n2. Qualifies as one of the following:\n\na. an Individual Applicant Qualified Student, which shall\n\nmean a student who is a resident of the State of\n\nOklahoma whose American College Testing Program score\n\nor whose Scholastic Aptitude Test score falls within\n\nthe 99.5 to 100.0 percentile levels as administered in\n\nthe State of Oklahoma and whose grade point average\n\nand/or class rank is exceptional, as determined by the\n\nState Regents,\n\nb. a Presidential Scholar, which shall mean a student\n\nselected by the Commission on Presidential Scholars\n\nadministered by the United States Department of\n\nEducation,\n\nc. a National Merit Scholar, which shall mean a student\n\ndesignated as a National Merit Scholar by the National\n\nMerit Scholarship Corporation,\n\nd. a National Merit Finalist, which shall mean a student\n\ndesignated as a National Merit Finalist by the\n\nNational Merit Scholarship Corporation, or\n\ne. after October 1, 1999, an Institutional Nominee, which\n\nshall mean a student nominated by an institution in\n\nThe Oklahoma State System of Higher Education:\n\n(1) whose American College Testing Program or\n\nScholastic Aptitude Test score falls within the\n\n95.0 to 99.49 percentile levels, or\n\n(2) who shows exceptional academic achievement as\n\nevidenced by factors, including, but not limited\n\nto, grade point average, class rank, national\n\nawards, scholastic achievements, honors, and who\n\nshows exceptional promise based on documentation\n\nthat may include, but not be limited to, teacher\n\nrecommendations, extracurricular activities, and\n\nevidence of overcoming economic and social\n\nobstacles as determined by the State Regents.\n\nThe State Regents shall ensure that standards of\n\nhigh academic ability are documented.\n\nScholarship awards to Institutional Nominees\n\nshall become effective when appropriate\n\ndocumentation is verified by the State Regents.\n\nB. No person shall be eligible to receive a scholarship\n\npursuant to the provisions of the Oklahoma Rising Scholars Award\n\nProgram unless the person is enrolled as a full-time student at a\n\npublic or private accredited institution of higher education in\n\nOklahoma.\n\nC. For a student who qualifies pursuant to subparagraphs a\n\nthrough d of paragraph 2 of subsection A of this section and subject\n\nto the availability of funds, the Oklahoma Rising Scholars Award\n\nProgram shall provide a scholarship in an amount not to exceed the\n\ncosts of all enrollment fees, tuition and other fees, room and\n\nboard, and all required textbooks or materials for up to five (5)\n\nyears of undergraduate and/or graduate study at an accredited public\n\nor private institution of higher education in Oklahoma. The State\n\nRegents may establish separate scholarship award levels for each\n\nqualifying category.\n\n1. If the student is attending an institution within The\n\nOklahoma State System of Higher Education, the total funding for the\n\nscholarship provided in this subsection, exclusive of any\n\ninternships, shall not exceed the costs for items specified in this\n\nsubsection at the institution attended as determined annually by the\n\nOklahoma State Regents for Higher Education.\n\n2. If the student is attending a private institution of higher\n\neducation, the total funding for the scholarship provided in this\n\nsubsection, exclusive of any internships, shall not exceed the costs\n\nfor items specified in this subsection at an institution of The\n\nOklahoma State System of Higher Education of comparable type which\nined annually by the\n\nOklahoma State Regents for Higher Education.\n\n2. If the student is attending a private institution of higher\n\neducation, the total funding for the scholarship provided in this\n\nsubsection, exclusive of any internships, shall not exceed the costs\n\nfor items specified in this subsection at an institution of The\n\nOklahoma State System of Higher Education of comparable type which\n\nhas the highest general enrollment fees of its type of institution\n\nin The Oklahoma State System of Higher Education as determined\n\nannually by the Oklahoma State Regents for Higher Education.\n\nD. For a student who qualifies pursuant to subparagraph e of\n\nparagraph 2 of subsection A of this section and subject to the\n\navailability of funds, the Oklahoma Rising Scholars Award Program\n\nshall provide a scholarship in an amount not to exceed the average\n\ncosts of all enrollment fees and other fees, room and board, and all\n\nrequired textbooks or materials for up to five (5) years of\n\nundergraduate and/or graduate study at an accredited public or\n\nprivate institution of higher education in Oklahoma. The State\n\nRegents may establish separate scholarship award levels for each\n\nqualifying category.\n\n1. If the student is attending an institution within The\n\nOklahoma State System of Higher Education, the institution shall\n\nprovide a tuition waiver not to exceed the average cost of tuition.\n\nThe total funding for the scholarship and waiver provided for\n\nstudents attending an institution within The Oklahoma State System\n\nof Higher Education as provided in this subsection, exclusive of any\n\ninternships, shall not exceed the costs for items specified in this\n\nsubsection at the institution attended as determined annually by the\n\nOklahoma State Regents for Higher Education.\n\n2. If the student is attending a private institution of higher\n\neducation in Oklahoma, the scholarship shall include an amount not\n\nto exceed the average cost of tuition. The total funding for\n\nscholarships for students attending a private institution as\n\nprovided in this subsection, exclusive of any internships, shall not\n\nexceed the costs for items specified in this subsection at an\n\ninstitution within The Oklahoma State System of Higher Education of\n\ncomparable type which has the highest general enrollment fees of its\n\ntype of institution in The Oklahoma State System of Higher Education\n\nas determined annually by the Oklahoma State Regents for Higher\n\nEducation.\n\nE. If a person identifies himself or herself as a student with\n\na disability and requests consideration for a scholarship under the\n\nOklahoma Rising Scholars Award Program by means other than standard\n\ntesting procedures, the State Regents shall determine what means of\n\nassessment are appropriate and upon the basis of said assessment\n\nresults, determine what level of award, if any, shall be made.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"29d8dd072dc2cdae2cfba042048414ada5a36e6ff8152d6e124157c0868d1a89","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-2403v1","next":"us-ok/okla.-stat.-tit.-70-70-2404"},"notice":"GroundRules: Original legal text.
