Scholarships awarded under the Oklahoma Rising Scholars\n\nAward Program shall be awarded to all eligible applicants without\n\nany limitation on the number of scholarships to be awarded in any\n\nyear other than the amount of funds available for the scholarship\n\nprogram and the number of eligible applicants.\n\nB. The Oklahoma State Regents for Higher Education may, at the\n\ntime a scholarship is awarded to a student, set aside in the\n\nOklahoma Rising Scholars Award Trust Fund funds for the full five-\n\nyear commitment made to such eligible scholar. For all academic\n\nyears, students who have previously received academic scholarships\n\nunder the provisions of this act and who have continued at all times\n\nto fulfill the requirements for eligibility to receive academic\n\nscholarships provided in this act shall be given an absolute\n\npriority for continued financial support by the Oklahoma Rising\n\nScholars Award Program superior to any students who are applying for\n\nsuch academic awards for the first time.\n\nC. In addition to the qualifications specified in Section 2403\n\nof this title, the Oklahoma State Regents for Higher Education may\n\nadopt additional criteria for selection and allocation of awards\n\nwhich may include, but are not limited to, consideration of high\n\nschool academic performance and personal interviews. The Oklahoma\n\nState Regents for Higher Education shall annually report on the\n\nnumber of former Rising Scholars Award Program participants who stay\n\nin state as compared to those who leave Oklahoma within five (5)\n\nyears of leaving the Award Program. In addition, the Oklahoma State\n\nRegents for Higher Education are hereby authorized to determine a\n\nmaximum number of awards or a maximum amount of funding which may go\n\nto nonresident students.
