Stat. tit. 70, § 70-2607","heading":"Annual report on impact of Oklahoma Higher Learning","body":"Access Program.\n\nBeginning December 31, 2022, and each December 31 thereafter,\n\nthe Oklahoma State Regents for Higher Education shall submit to the\n\nPresident Pro Tempore of the Senate and the Speaker of the House of\n\nRepresentatives an annual report on the impact of the Oklahoma\n\nHigher Learning Access Program, also known as Oklahoma's Promise,\n\ncreated pursuant to Sections 2601 et seq. of Title 70 of the\n\nOklahoma Statutes. The report shall include:\n\nA. 1. Year-to-year cohort retention and five-year graduation\n\nrates of all students enrolled in institutions within The Oklahoma\n\nState System of Higher Education compared to the year-to-year cohort\n\nretention and five-year graduation rates of students who receive\n\nOklahoma Higher Learning Access Program awards who are enrolled in\n\ninstitutions within The Oklahoma State System of Higher Education.\n\nThe data shall include the degree programs in which the students are\n\nenrolled.\n\n2. Year-to-year cohort retention and five-year graduation rates\n\nof students who receive Oklahoma Higher Learning Access Program\n\nawards who are enrolled in private institutions of higher learning\n\nlocated within this state and accredited pursuant to Section 4103 of\n\nTitle 70 of the Oklahoma Statutes. The data shall include the\n\ndegree programs in which the students are enrolled.\n\n3. Certificate attainment rates of all students enrolled in\n\ntechnology center schools compared to the certificate attainment\n\nrates of students who receive Oklahoma Higher Learning Access\n\nProgram awards who are enrolled in technology center schools. The\n\ndata shall include the career areas in which the students are\n\nenrolled.\n\nB. The financial impact and enrollment impact of the Oklahoma\n\nHigher Learning Access Program on two-year and four-year\n\ninstitutions within The Oklahoma State System of Higher Education,\n\nprivate institutions of higher learning located within this state\n\nand accredited pursuant to Section 4103 of Title 70 of the Oklahoma\n\nStatutes and technology center schools.\n\nC. Data on Oklahoma Higher Learning Access Program participants\n\nwho graduate from an institution of higher education within The\n\nOklahoma State System of Higher Education or a private institution\n\nof higher learning located within this state and accredited pursuant\n\nto Section 4103 of Title 70 of the Oklahoma Statutes or who attain a\n\ncertificate from a technology center school, including:\n\n1. The number of participants who are residents of the state\n\none year after graduation or certificate attainment; and\n\n2. The industry or career area in which the participant is\n\nemployed.\n\nD.
