Subject to the availability of funds, the Oklahoma State\n\nRegents for Higher Education may annually award a maximum of three\n\nhundred full-time-equivalent scholarships for the Tulsa\n\nReconciliation Education and Scholarship Program to residents of\n\nthe Tulsa School District.\n\nB. To qualify for a scholarship, an applicant shall satisfy the\n\nfollowing criteria:\n\n1. The family income of the applicant from taxable sources is\n\nnot more than Seventy Thousand Dollars ($70,000.00) per year;\n\n2. The applicant attended a Tulsa public school where seventy-\n\nfive percent (75%) or more of the students enrolled in the school\n\nqualify for the free and reduced lunch program; and\n\n3. The applicant resides in a census block area within the\n\nTulsa School District where thirty percent (30%) or more of the\n\nresidents are at or below the poverty level established by the\n\nUnited States Bureau of the Census.\n\nC. The Regents may consider as a factor, when determining the\n\norder of preference of applicants, whether an applicant is a direct\n\nlineal descendant of a person who resided in the Greenwood Area in\n\nthe City of Tulsa between April 30, 1921, and June 1, 1921. If the\n\nRegents use descent as a preference factor, it shall be applied to\n\nall applicants regardless of race. The applicants shall be required\n\nto present verifiable documentation of their lineage. The Oklahoma\n\nHistorical Society shall verify the authenticity and accuracy of the\n\ndocumentation submitted by an applicant and shall establish the\n\nboundaries of the Greenwood Area. Verifiable documentation shall\n\ninclude, but not be limited to the following:\n\n1. Family records including family bibles, vital records,\n\ncorrespondence, memoirs, journals, diaries, unrecorded deeds,\n\ndiplomas, certificates, or testimonials;\n\n2. Public records including censuses, government records,\n\nmilitary records, pensions, land bounty records, passport\n\napplications, passenger lists, original grants, naturalization or\n\nimmigration records, records of entry, or state, province, or local\n\nrecords; or\n\n3. Institutional records including church records, cemetery\n\nrecords and inscriptions, education institutions, insurance records,\n\nor societies and fraternal organizations.\n\nD. The Regents shall promulgate rules establishing the\n\napplication requirements for the program and the system for\n\nevaluating applications based on the preference factors.\n\nE. Applicants shall also meet the eligibility criteria\n\nestablished in Section 2624 of this title.\n\nF. The Oklahoma State Regents for Higher Education shall also\n\nbe authorized to annually award scholarships for the Tulsa\n\nReconciliation Education and Scholarship Program to two students at\n\neach of the high schools in the Tulsa School District for the\n\npurpose of preserving awareness of the history and meaning of the\n\ncivil unrest that occurred in Tulsa in 1921. The following\n\nprovisions shall apply to the scholarship provided in this\n\nsubsection:\n\n1. Notwithstanding the provisions of subsection B of this\n\nsection, eligibility for the scholarships awarded pursuant to this\n\nsubsection shall be:\n\na. enrollment in the appropriate high school,\n\nb. family income of the applicant from taxable sources\n\nnot to exceed Seventy Thousand Dollars ($70,000.00)\n\nper year,\n\nc. satisfaction of the criteria specified in Section 2624\n\nof this title, and\n\nd. any other relevant criteria determined by the Oklahoma\n\nState Regents for Higher Education;\n\n2. The State Regents shall involve the administration of the\n\nTulsa School District in the selection process;\n\n3. The award shall be limited to a one-year full-time-\n\nequivalent period. Following successful completion of such award,\n\nrecipients who meet the criteria provided in subsection B of this\n\nsection shall be eligible to apply and be considered for continued\n\nparticipation in the full Tulsa Reconciliation Education and\n\nScholarship Program. Any student subsequently awarded such\ne selection process;\n\n3. The award shall be limited to a one-year full-time-\n\nequivalent period. Following successful completion of such award,\n\nrecipients who meet the criteria provided in subsection B of this\n\nsection shall be eligible to apply and be considered for continued\n\nparticipation in the full Tulsa Reconciliation Education and\n\nScholarship Program. Any student subsequently awarded such\n\nscholarship shall have the duration of the scholarship provided\n\npursuant to this subsection deducted from the limits set in\n\nsubsection D of Section 2625 of this title;\n\n4. The award may only be funded with state funds appropriated\n\nto the Tulsa Reconciliation Education and Scholarship Trust Fund and\n\nincome therefrom, and shall be made subject to the availability of\n\nsuch funds; and\n\n5.
