Subject to the availability of funds, an amount of not more\n\nthan the equivalent of the average amount of resident tuition for\n\nwhich an eligible Tulsa Reconciliation Education and Scholarship\n\nProgram participant enrolled in an institution in The Oklahoma State\n\nSystem of Higher Education, or enrolled in a postsecondary career\n\ntechnology education program, whichever is applicable, is obligated\n\nto pay shall be awarded by allocation from the Tulsa Reconciliation\n\nEducation and Scholarship Trust Fund.\n\nB. Subject to the availability of funds, for each eligible\n\nTulsa Reconciliation Education and Scholarship Program participant\n\nenrolled at a private institution of higher education, the Oklahoma\n\nState Regents for Higher Education shall award from the Tulsa\n\nReconciliation Education and Scholarship Trust Fund an amount of not\n\nmore than the equivalent of the average amount of resident tuition\n\nfor which the participant would be eligible if the participant were\n\nenrolled in a program at an institution of The Oklahoma State System\n\nof Higher Education.\n\nC. Subject to the availability of funds, an amount of not more\n\nthan the equivalent of the average amount of tuition for which an\n\neligible Tulsa Reconciliation Education and Scholarship Program\n\nparticipant enrolled in a postsecondary career technology education\n\nprogram is obligated to pay shall be awarded by allocation from the\n\nTulsa Reconciliation Education and Scholarship Trust Fund. The\n\nallocation shall not exceed the amount a participant would have\n\nreceived for enrollment at a two-year institution within The\n\nOklahoma State System of Higher Education.\n\nD. Benefits awarded under the Tulsa Reconciliation Education\n\nand Scholarship Program shall not be allowed for courses or other\n\npostsecondary units taken in excess of the requirements for\n\ncompletion of a baccalaureate program or taken more than five (5)\n\nyears after the student's first semester of participation in the\n\nprogram. The Oklahoma State Regents for Higher Education may award\n\nthe Tulsa Reconciliation Education and Scholarship Program benefits\n\nfor courses of postsecondary units taken more than five (5) years\n\nafter the student's first semester of participation in the program\n\nonly in hardship circumstances. No Tulsa Reconciliation Education\n\nand Scholarship Program participant may receive benefits beyond a\n\ncumulative time period of five (5) years. The Oklahoma State\n\nRegents for Higher Education may establish a maximum limit on the\n\nnumber of courses or other postsecondary units to which Tulsa\n\nReconciliation Education and Scholarship Program benefits will\n\napply. An award to an eligible Tulsa Reconciliation Education and\n\nScholarship Program participant who is enrolled in a postsecondary\n\ncareer technology education program may be used to pay for both\n\ncareer technology education and college work if both are required by\n\nthe program.\n\nE. Benefits awarded under the Tulsa Reconciliation Education\n\nand Scholarship Program shall be awarded to not more than 300\n\neligible participants annually, subject to the amount of funds\n\navailable for the program and the number of eligible participants.\n\nSubject to the provisions of subsection F of this section, if funds\n\nare not sufficient to provide awards for the maximum number of\n\neligible participants each year, the Oklahoma State Regents for\n\nHigher Education shall make awards on the basis of need. The\n\nOklahoma State Regents for Higher Education shall take into\n\nconsideration other grants and scholarships received by an eligible\n\nstudent when making awards. If an eligible student receives other\n\ngrants and scholarships, the benefits awarded under the Tulsa\n\nReconciliation Education and Scholarship Program may cover any\n\nadditional educational costs not covered by the other grants and\n\nscholarships. If the family of an eligible Tulsa Reconciliation\nps received by an eligible\n\nstudent when making awards. If an eligible student receives other\n\ngrants and scholarships, the benefits awarded under the Tulsa\n\nReconciliation Education and Scholarship Program may cover any\n\nadditional educational costs not covered by the other grants and\n\nscholarships. If the family of an eligible Tulsa Reconciliation\n\nEducation and Scholarship Program participant may qualify for the\n\nfederal Hope Scholarship or Lifetime Learning tax credit as provided\n\nfor in the Taxpayer Relief Act of 1997, P.L. No. 105-34, the\n\nparticipant may elect to use the award allowed by this section to\n\npay for fees, required textbooks or materials and, if any funds\n\nremain, to pay for room and board instead of resident tuition.\n\nF. The Oklahoma State Regents for Higher Education may, at the\n\ntime an award is made on behalf of a Tulsa Reconciliation Education\n\nand Scholarship Program participant, set aside in the Tulsa\n\nReconciliation Education and Scholarship Trust Fund funds for the\n\nfull commitment made to such Tulsa Reconciliation Education and\n\nScholarship Program participant. For all academic years,\n\nparticipants who have previously received awards under the\n\nprovisions of the Tulsa Reconciliation Education and Scholarship Act\n\nand who have continued at all times to fulfill the requirements for\n\neligibility to receive awards provided pursuant to this program\n\nshall be given an absolute priority for continued financial support\n\nby the Tulsa Reconciliation Education and Scholarship Program\n\nsuperior to any residents who are applying for such benefits for the\n\nfirst time.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"09540800b1a513225069f7b59d33554db7475180c35e463081cce4a2577fe603","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-2624","next":"us-ok/okla.-stat.-tit.-70-70-2626"},"notice":"GroundRules: Original legal text.
