Stat. tit. 70, § 70-2632","heading":"Eligibility requirements - Application - Eligible","body":"institutions - Permitted courses and programs.\n\nA. To be eligible for an Oklahoma Tuition Equalization Grant, a\n\nstudent shall:\n\n1. Be an Oklahoma resident as defined by the Oklahoma State\n\nRegents for Higher Education;\n\n2. Have enrolled as a full-time undergraduate student in an\n\neligible institution of higher education as prescribed in subsection\n\nD of this section;\n\n3. Meet the income eligibility level, which is the student's\n\nparents' income from taxable sources which shall not be more than\n\nFifty Thousand Dollars ($50,000.00) per year or the student's income\n\nif the student is independent and self-supporting as determined by\n\nthe State Regents consistent with federal financial aid regulations;\n\n4. Pay more tuition than is required at a comparable public\n\ninstitution of higher education and pay no less than the regular\n\ntuition required of all students enrolled at the institution where\n\nthe student is enrolled; and\n\n5. Maintain at least minimum standards of academic performance\n\nas required by the enrolling institution.\n\nB. The enrolling institution shall forward a completed student\n\napplication, documentation of full-time enrollment status, and\n\ncertification of resident status to the State Regents no later than\n\nOctober 15 for the fall semester and March 15 for the spring\n\nsemester of each academic year.\n\nC. Subject to the availability of funds in the Oklahoma Tuition\n\nEqualization Grant Trust Fund, an Oklahoma Tuition Equalization\n\nGrant in the amount of Two Thousand Dollars ($2,000.00) per academic\n\nyear, or One Thousand Dollars ($1,000.00) per academic semester\n\nshall be awarded by the State Regents by allocation from the\n\nOklahoma Tuition Equalization Grant Trust Fund, beginning with\n\neligible students enrolled in the 2003-2004 school year. No grants\n\npursuant to this act shall be provided to students for attending\n\nsummer terms or intersessions.\n\nD. The State Regents shall implement policies and procedures\n\nfor the administration of this act. The State Regents shall approve\n\nas eligible institutions of higher education only those private or\n\nindependent, not-for-profit colleges or universities that are\n\ndomiciled within this state, meet approved program and accreditation\n\nstandards as determined by the State Regents, and are fully\n\naccredited by the Higher Learning Commission of the North Central\n\nAssociation on Colleges and Schools or a national accrediting body\n\nrecognized by the United States Department of Education. To be\n\neligible, institutions must have been granted not-for-profit status\n\nby the Internal Revenue Service and the U. S. Department of\n\nEducation prior to July 1, 2012. Additionally, eligible\n\ninstitutions shall adhere to the complaint process policies and\n\nprocedures administered by the State Regents. The State Regents\n\nshall review and take action, as authorized, on complaints\n\nconcerning eligible institutions. The eligible institutions shall\n\ninclude Family of Faith College, Mid-America Christian University,\n\nOklahoma Baptist University, Oklahoma Christian University, Oklahoma\n\nCity University, Oklahoma Wesleyan University, Oral Roberts\n\nUniversity, Southern Nazarene University, Southwestern Christian\n\nUniversity, the University of Tulsa and Randall University.\n\nE. If funds are not sufficient in the Oklahoma Tuition\n\nEqualization Grant Trust Fund to provide grants for all eligible\n\napplicants, the State Regents shall award grants on the basis of\n\nneed and take into consideration other grants and scholarships\n\nreceived by an eligible applicant when awarding grants. Students\n\nwho have previously received a tuition equalization grant and who\n\ncontinue to meet the requirements for eligibility shall have\n\nabsolute priority for continued financial support superior to any\n\nstudent who is applying for a grant for the first time.\n\nF. Students enrolling as first-time freshmen for the 2003-2004\nand scholarships\n\nreceived by an eligible applicant when awarding grants. Students\n\nwho have previously received a tuition equalization grant and who\n\ncontinue to meet the requirements for eligibility shall have\n\nabsolute priority for continued financial support superior to any\n\nstudent who is applying for a grant for the first time.\n\nF. Students enrolling as first-time freshmen for the 2003-2004\n\nschool year shall be the first class of students eligible to apply\n\nfor Oklahoma Tuition Equalization Grants. In subsequent years, all\n\npreviously eligible students and the first-time enrolling freshmen\n\nstudents shall be entitled to apply for a grant pursuant to this\n\nsection. Beginning in the 2007-2008 school year, all eligible\n\nstudents shall be entitled to apply for a grant pursuant to this\n\nsection.\n\nG. A grant provided by this section shall not be allowed for\n\ncourses or other postsecondary units taken in excess of the\n\nrequirements for completion of a baccalaureate program or taken more\n\nthan five (5) years after the student's first grant is received.\n\nThe State Regents may award an Oklahoma Tuition Equalization Grant\n\nfor courses of postsecondary units taken more than five (5) years\n\nafter the student's first grant is received only in hardship\n\ncircumstances. No Oklahoma Tuition Equalization Grant recipient may\n\nreceive benefits beyond a cumulative time period of five (5) years.\n\nH. On or before February 1 after the first semester in which\n\ngrants are awarded pursuant to this act and every year thereafter,\n\nthe State Regents shall provide a report to the Governor, President\n\nPro Tempore of the Senate, and the Speaker of the House of\n\nRepresentatives to include, but not be limited to the number of\n\nstudents awarded grants, grade point average, persistence rates,\n\ndegree completion rates, demographic data, and any other indicators\n\nthe State Regents deem appropriate.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"90905a6b210043d72e1be6f37950979b469afa4f3a1f3bcf15de123fc35b1625","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-2631","next":"us-ok/okla.-stat.-tit.-70-70-2640"},"notice":"GroundRules: Original legal text.
