The State Board of Education shall consist of seven (7)\n\nmembers. The State Superintendent of Public Instruction shall be a\n\nmember and the chairperson of the Board. The remaining six members\n\nshall be appointed by the Governor by and with the advice and\n\nconsent of the Senate. Except as otherwise provided for in\n\nsubsection B of this section, upon assuming office each Governor\n\nshall appoint one member from each congressional district and one\n\nmember from the state at large. Each appointment shall be made to\n\ntake effect on April 2. The term of each appointed member shall be\n\nfour (4) years. Appointed members shall serve until a successor is\n\nappointed. Appointed members shall serve at the pleasure of the\n\nGovernor. Upon the occurrence of a vacancy the same shall be filled\n\nby the Governor, subject to confirmation by the Senate at the next\n\nsession of the Legislature. The appointment to fill a vacancy shall\n\nbe made for the unexpired term.\n\nB. On the effective date of this act, all appointed positions\n\nof the current State Board of Education shall be deemed vacant and\n\nthe terms of persons serving on the Board shall be deemed\n\nterminated. The Governor shall make initial appointments pursuant\n\nto the provisions of this subsection within thirty (30) days of the\n\neffective date of this act, with one member appointed from each\n\ncongressional district and one member appointed from the state at\n\nlarge. The appointments shall be subject to confirmation by the\n\nSenate at the next session of the Legislature. The terms for\n\nmembers appointed pursuant to this subsection shall terminate on\n\nApril 2, 2015. Thereafter, members shall be appointed as provided\n\nfor in subsection A of this section.\n\nC. No person shall be eligible to be appointed to serve on the\n\nBoard unless the person has been awarded a high school diploma or\n\ncertificate of high school equivalency. No person shall be\n\nappointed to serve on the Board if the person serves on a board of\n\neducation of a school district which is supervised by the Board\n\npursuant to Section 3-104 of this title. Any member appointed to\n\nthe Board shall complete the workshop requirements of a new school\n\nboard member pursuant to Section 5-110 of this title within thirteen\n\n(13) months following or preceding the appointment of the member.\n\nNotwithstanding any provision of law to the contrary, the State\n\nDepartment of Education shall not charge any member of the State\n\nBoard of Education a fee for any workshop provided by the Department\n\nfor board members pursuant to Section 5-110 of this title and shall\n\nnot pay a fee to any organization or institution of higher education\n\non behalf of a member of the State Board of Education, or reimburse\n\nany member of the Board for a fee paid to any organization or\n\ninstitution of higher education, for attendance at a workshop or\n\ncourses to satisfy the requirements of Section 5-110 of this title.\n\nD.
