Stat. tit. 70, § 70-3-104.5","heading":"Plan of Educational Development and Improvement -","body":"Submission to State Board of Education - Rules - Approval or\n\nrejection of plan.\n\nA. The board of education of every elementary school district\n\nand independent school district that has not filed notification with\n\nthe State Board of Education by November 1, 1990, of intent to annex\n\nor consolidate shall submit a Plan of Educational Development and\n\nImprovement to the State Board of Education by May 1, 1991. Said\n\nplan shall be submitted in compliance with rules which shall be\n\npromulgated by the State Board by April 1, 1990, for the purpose of\n\nobtaining information the State Board will need to determine whether\n\nsuch district can be expected to make satisfactory progress toward\n\nmeeting the requirements of this act with resources available and\n\nreasonably anticipated. To the greatest possible extent, said rules\n\nshall be written to enable districts to make use of materials\n\nprepared for submittal of the districts' four-year plans pursuant to\n\nSection 3-104.2 of Title 70 of the Oklahoma Statutes and of other\n\nplans or reports required by statutes or State Board regulations.\n\nNothing herein shall be construed as prohibiting subsequent rule\n\nchanges made pursuant to the requirements of the Oklahoma\n\nAdministrative Procedures Act, Section 250 et seq. of Title 75 of\n\nthe Oklahoma Statutes.\n\nB. The State Board shall approve each such plan submitted\n\nwithin three (3) months of receipt of the plan. If the board\n\nrejects the plan, it shall assist the district in revising its plan\n\nor reconsidering the decision not to file notification of intent to\n\nconsolidate or annex. Approval shall mean that the State Board has\n\nno reasonable doubt that the district will achieve and maintain full\n\ncompliance with all the provisions of this act on schedule.
