Effective January 1, 2013, there is hereby created the\n\nCommission for Educational Quality and Accountability. The\n\nmembership of the Commission shall consist of:\n\n1. The Secretary of Education, who shall serve as the chair of\n\nthe Commission;\n\n2. One member appointed by the Governor, with the advice and\n\nconsent of the Senate, representing business and industry from an\n\nOklahoma employer with five hundred (500) or fewer employees;\n\n3. One member, appointed by the Governor, with the advice and\n\nconsent of the Senate, who is a parent of a child enrolled in a\n\npublic school in this state;\n\n4. One member, appointed by the Governor, with the advice and\n\nconsent of the Senate, who is an administrator of a public school\n\ndistrict;\n\n5. One member, appointed by the Governor, with the advice and\n\nconsent of the Senate, who shall represent higher education teacher\n\neducation programs;\n\n6. One member appointed by the Governor, with the advice and\n\nconsent of the Senate, who shall be an active classroom teacher in\n\nkindergarten through grade six; and\n\n7. One member appointed by the Governor, with the advice and\n\nconsent of the Senate, who shall be an active classroom teacher in\n\ngrades seven through twelve.\n\nThe terms of the initial appointed members shall commence on\n\nJanuary 1, 2013, and shall end on June 30, 2014. The terms of\n\nsubsequently appointed members shall commence on July 1 of each year\n\nfollowing the election of the Governor thereafter and shall be for\n\nfour (4) years. If a vacancy occurs, the vacancy shall be filled\n\nfor the unexpired term in the same manner as the office was\n\npreviously filled.\n\nB. A quorum of the Commission, which shall consist of four\n\nmembers, shall be present in order for the Commission to transact\n\nany business. Members shall be reimbursed for travel in the\n\nperformance of their official duties in accordance with the State\n\nTravel Reimbursement Act.\n\nC. Prior to July 1, 2013, the Commission shall meet to organize\n\nand plan for the assumption of the powers and duties of the\n\nEducation Oversight Board and the Oklahoma Commission for Teacher\n\nPreparation.\n\nD. Beginning July 1, 2013, the Commission shall assume the\n\nfollowing duties:\n\n1. Oversee implementation of the provisions of Enrolled House\n\nBill No. 1017 of the 1st Extraordinary Session of the 42nd Oklahoma\n\nLegislature;\n\n2. Implementation of the provisions of the Oklahoma Teacher\n\nPreparation Act as provided for in law;\n\n3. Make recommendations to the Governor and Legislature on\n\nmethods to achieve an aligned, seamless system from preschool\n\nthrough postsecondary education; and\n\n4. Set performance levels and corresponding cut scores pursuant\n\nto the Oklahoma School Testing Program Act and as provided for in\n\nSection 1210.541 of Title 70 of the Oklahoma Statutes.\n\nE. Beginning July 1, 2013, the Commission shall govern the\n\noperation of the Office of Educational Quality and Accountability\n\ncreated in Section 3-117 of Title 70 of the Oklahoma Statutes.\n\nF. 1. Beginning July 1, 2014, the Commission shall assume the\n\nfollowing duties of the Oklahoma Commission for Teacher Preparation\n\naccording to the provisions of the Oklahoma Teacher Preparation Act:\n\na. approval and accreditation of teacher education\n\nprograms, and\n\nb. assessment of candidates for licensure and\n\ncertification.\n\n2.
