A school district may develop an educational improvement\n\nplan which includes exemption from the educational-related statutory\n\nrequirements set forth in subsection C of this section and State\n\nBoard of Education rules for the school district, a school site or\n\nany program, grade level, consortium of schools or school districts\n\nor other group within the school district. The board of education\n\nof the school district shall, through adoption of a resolution,\n\napprove the plan prior to application being made to the State Board\n\nof Education.\n\nB. Each educational improvement plan approved by the State\n\nBoard of Education shall include the following components:\n\n1. A description of the educational benefits to be derived;\n\n2. A definition of the standards of the plan;\n\n3. Development of definitive work products, such as site\n\nimprovement plans and progress reports;\n\n4. Demonstration of collaboration by teachers, administrators,\n\nhigher education representatives, students, parents/families, and\n\nthe community;\n\n5. Development and the use of an assessment mechanism to\n\ndetermine progress in meeting the goals and objectives of the plan;\n\n6. Development of an in-service training plan to be provided to\n\npersonnel at the site who will participate in the project;\n\n7. Report on the results of the plan to the State Board of\n\nEducation and provision of appropriate technical assistance to other\n\nschool districts and the State Department of Education as required;\n\nand\n\n8. Explanation of how the plan will affect other schools,\n\nprograms or sites in the district.\n\nC. Each educational improvement plan shall include a list of\n\nthe specific educational-related statutory requirements and State\n\nBoard of Education rules the school district is requesting an\n\nexemption from and why each exemption is necessary to success of the\n\nplan. The school district shall not be granted an exemption from\n\nfederal educational-related requirements. A school district may\n\nrequest an exemption from any statutory requirement or State Board\n\nof Education rule not related to bilingual and special education\n\nprograms, health and safety provisions, school finance, State Aid,\n\npupil formula weights, teacher salary and teacher retirement, the\n\nOklahoma School Testing Program, the Oklahoma Educational Indicators\n\nProgram and the teacher preparation, examination, certification,\n\nresidency and professional development system. The State Board of\n\nEducation may grant district-wide exemptions from certification\n\nrequirements for Library Media Specialists to districts experiencing\n\na shortage in this area.
