Prior to the adoption of a resolution by the local board of\n\neducation as required in subsection A of Section 3-126 of this\n\ntitle, the local board of education shall provide for a period of\n\npublic review and comment on the proposed educational improvement\n\nplan and shall notify and allow comment from the district bargaining\n\nagent of the plan. If no bargaining agent exists for that district,\n\nthe teachers directly effected shall be notified and allowed to make\n\ncomments. All comments, recommendations and objections made by the\n\nbargaining agent and others to the local board of education shall be\n\nforwarded to the State Board of Education for consideration prior to\n\nreview of the plan.\n\nB. Each educational improvement plan shall be approved by the\n\nState Board of Education before implementation.\n\nC. Approval of a plan shall be for no longer than three (3)\n\nyears. If a plan is approved, the school district shall be required\n\nto submit an annual report and the Board shall provide for an annual\n\nassessment of the plan.\n\nD. The Board shall notify the Speaker of the House of\n\nRepresentatives and the President Pro Tempore of the Senate of the\n\napproval of plans on a quarterly basis and shall provide the Speaker\n\nand the President Pro Tempore with copies of the annual reports and\n\nassessments.\n\nE. If the Board determines through the annual assessment\n\nprocess that the school district is not complying with the\n\nrequirements of the Educational Deregulation Act or is not meeting\n\nthe goals of the plan, it shall first provide notice to the district\n\nof its findings.
