Stat. tit. 70, § 70-3-129.4","heading":"Empowerment plan considerations","body":"In considering or creating an empowerment plan each school\n\ndistrict board of education is encouraged to consider innovations in\n\nthe following areas:\n\n1. Curriculum and academic standards and assessments;\n\n2. Accountability measures, including, but not limited to,\n\nexpanding the use of a variety of accountability measures to more\n\naccurately present a complete measure of student learning and\n\naccomplishment. The accountability measures adopted may include,\n\nbut not be limited to:\n\na. use of graduation or exit examinations,\n\nb. use of end-of-course examinations,\n\nc. use of formative assessments which measure student\n\ngrowth over time,\n\nd. use of the Explore and Plan assessments,\n\ne. measuring the percentage of students continuing into\n\nhigher education, and\n\nf. measuring the percentage of students simultaneously\n\nobtaining a high school diploma and an associate’s\n\ndegree or a career and technical education\n\ncertificate;\n\n3. Provision of services, including, but not limited to,\n\nspecial education services, services for gifted and talented\n\nstudents, services for limited English proficient students,\n\neducational services for students at risk of academic failure,\n\nexpulsion, or dropping out; and support services provided by the\n\nDepartment of Human Services or county social services agencies;\n\n4. Teacher recruitment, training, preparation, and professional\n\ndevelopment;\n\n5. Teacher employment;\n\n6. Performance expectations and evaluation procedures for\n\nteachers and principals;\n\n7. Compensation for teachers, principals, and other school\n\nbuilding personnel, including, but not limited to, performance pay\n\nplans, total compensation plans, and other innovations with regard\n\nto retirement and other benefits;\n\n8. School governance and the roles, responsibilities, and\n\nexpectations of principals in empowered schools or schools within an\n\nempowered school zone; and\n\n9.
